About the Role

Reporting to the CASR Part 119 Accountable Manager, the Head of Human Factors (Safety, Quality and Security) is responsible for leading the strategic direction and continuous improvement of the organisation’s safety, quality, and security frameworks. This role ensures compliance with regulatory requirements, strengthens operational risk management, and promotes a proactive safety and security culture across the business. A key focus is engaging with internal and external stakeholders to promote human factors principles and demonstrate the company’s commitment to delivering safe, secure, and high-quality services.

Key Duties & Responsibilities

Lead and manage the Safety Management System (SMS), including setting standards, corrective/preventive actions, and staff adherence.

Develop and implement operational policies and procedures that meet client, company, and regulatory requirements.

Identify safety and operational risks, recommend improvements, and maintain accurate safety records, reports, and risk registers.

Coordinate safety programs, audits, and internal/external communications, including safety campaigns and publications.

Mentor staff and foster a positive safety culture, supporting injury management, rehabilitation, and change management processes.

Ensure compliance with relevant legislation and maintain effective relationships with regulatory bodies and key stakeholders.

Provide expert advice on safety performance, data analysis, and risk assessments.

Skills and Experience Required

Ability to hold and maintain the ‘key personnel’ role of HSQ (Safety Manager), as defined in the Civil Aviation Safety Regulations 1998.

Eligibility to hold and maintain the ‘key personnel’ role of Head of Safety and Quality (Safety Manager) under the Civil Aviation Safety Regulations 1998.

Accredited Safety and Lead Auditor, with qualifications in Safety and/or Quality Auditing.

Certified Lead Investigator in safety investigations, with qualifications in aircraft accident/incident investigation or equivalent.

In-depth knowledge of Safety Management Systems (SMS) and the CASA SMS Framework.

Diploma in Occupational Health and Safety (or a related discipline).

Certificate IV in Training and Assessment, with experience in developing and delivering training programs.

Proven ability to conduct safety and compliance audits, supported by relevant qualifications.

Minimum two years of aviation industry experience in a safety or operational role.
