Salary: Clerk Grade 9/10 - $125,693 to $138,510

Your role

Come and join the team at Homes NSW and use your expertise in and passion for contract management to support the delivery of NSW Government's largest-ever investment in social housing. Your work will contribute to creating a fairer, more inclusive society where people have increased access to safe and affordable housing.

As a Senior Contract Officer in our Contracting branch in Programs and Partnerships directorate you will play a key role in managing Homes NSW's contracts with community housing providers, negotiating contract changes and contributing to the development of leading practice contract management frameworks to support partnerships with our service delivery partners to get the best outcomes for our community.

Supplementary Information:

Homes NSW brings together the housing and homelessness functions of the Department of Communities and Justice (DCJ), the NSW Land and Housing Corporation (LAHC), Aboriginal Housing Office (AHO) and key worker housing functions from across government under one roof. A division within DCJ, Homes NSW leads work to provide safe and secure homes through social and affordable housing while delivering supports and services that minimise experiences of homelessness being repeated.

The Contracting branch is part of the Programs and Partnerships directorate at Homes NSW and is a collaborative, multi-disciplinary team responsible for assisting on complex commercial transactions including administering Social and Affordable Housing Fund (SAHF) contracts.

What you'll do

The Contracting branch deals with a diverse range of contract related work, providing you the opportunity to:

  • Manage contracts including monitoring and managing provider performance under the SAHF.
  • Support the negotiation of changes to contracts, including where NSW government consent is required for land dealings encompassing straightforward transactions to corporate restructures and complex refinancing transactions.
  • Apply a thorough understanding of NSW government policies, regulations and guidelines on contracting and procurement to ensure compliance.
  • Provide evidence-based advice on contracting risks along with proposed approaches to managing them.
  • Liaise and work with departmental, NSW government and non-government stakeholders to support an effective interface between policy development, program development, planning, service design, procurement and program implementation.
  • Contribute to the development of leading practice commissioning, procurement and contract management tools.

  • Demonstrated experience in working with complex commercial contracts including familiarity with the risks and benefits of different approaches to commercial and financial structures.
  • A collaborative approach to problem solving to get the best outcome from NSW governments investment in social and affordable housing
  • Flexible mindset and approach to task prioritisation
  • Work autonomously and adaptable to an evolving work environment
  • Plan work, work to tight deadlines and be results driven
  • Understanding of the legislation, policies and regulations governing public sector procurement
  • Ability to work effectively with internal and external stakeholders is key to the success of this role.
