They have an urgent requirement for a skilled and experienced Senior Business Analyst to join their team, in a high-profile role supporting regulatory pricing initiatives within a major organisation in the water utilities sector.

This role is suited to someone who combines sharp analytical skills with strong process knowledge, business acumen, and the ability to navigate complex policy-driven environments. You'll be responsible for working with business and technical teams to interpret legislation, define operational impacts, and document requirements that support fair, transparent and compliant water pricing structures.

This position has the potential to run until March 2027, offers a collaborative and supportive work environment, flexible/hybrid work arrangements and the modern and open plan offices are located close to parking and transport links.

Role Overview

Working within a multidisciplinary team, you will engage stakeholders across finance, regulatory affairs, IT, and operations to define and document functional, technical, and business requirements. Your work will directly support initiatives aligned with economic regulation and public policy, with a focus on pricing frameworks, cost modelling, and regulatory compliance.

This is not a systems-heavy role-rather, it calls for an analyst who is confident working in legislative and commercial contexts, can translate policy into business logic, and has a strong grasp of end-to-end process design.

Key Responsibilities

• Analyse legislative and regulatory frameworks to identify implications for pricing and service delivery
• Elicit and document functional and non-functional business requirements, including operational, financial, and compliance needs
• Define current (as-is) and future (to-be) state business processes using formal methodologies such as BPMN
• Support business case development by defining scope, solution options, and benefits
• Facilitate workshops and stakeholder discussions to gather insights and align requirements
• Collaborate closely with program and project teams to ensure interdependencies are identified and managed
• Translate complex regulatory rules into clear documentation to inform pricing strategy and technical implementation
• Contribute to testing and piloting phases, ensuring that outcomes align with documented business needs

About you

• Minimum 5 years' experience as a Business Analyst, preferably in regulated industries such as water, utilities, or infrastructure
• Proven ability to analyse legislation, economic regulation, or pricing policy and distil it into actionable requirements
• Expertise in business process modelling and solution design
• Strong written and verbal communication skills, with experience working across technical and non-technical teams
• Comfortable working in ambiguity, with a proactive, structured approach to analysis and problem-solving
• High level of professionalism and stakeholder engagement skills
• Tertiary qualifications in Business, IT, Economics or a related field
• Certifications such as CBAP or PMI-PBA highly regarded
