About The role
As the Platform and Technology Lead, you'll be the technical driving force behind the Primary Health Insights (PHI) platform and national applications like Primary Sense. You'll oversee the design, development and enhancement of robust, scalable digital solutions that support better health outcomes across Australia. 🔹 Location: WAPHA Head Office, Level 2, 1 Hood Street, Subiaco (Hybrid Role)
🔹 Salary: Band 6 ($135,000 - $150,000 Plus 11.5% Superannuation, depending on experience)
🔹 Employment Type: Full-time ongoing
Key tasks and responsibilities include but not limited to:
* Lead the technical design, development, documentation, maintenance and support of the Primary Health Insights (PHI) platform and national applications (e.g. Primary Sense).
* Manage and oversee work packages and projects delivered by internal teams, external vendors, and Managed Services Providers (MSP).
* Provide expert advice on technical architecture, design and development approaches, tools and frameworks.
* Develop and maintain architecture and solution designs that meet business requirements and pass agreed test cases.
* Translate business requirements into technical specifications and provide accurate estimates for development effort.
* Develop and manage guidelines, standards, and processes for software development and technology operations.
* Ensure delivery of technical support services in line with agreed Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).
* Coordinate with stakeholders to identify, analyse and document business requirements.
* Investigate, troubleshoot and resolve platform and application issues, incidents and problems.
* Monitor and ensure quality, maintainability and security of developed solutions and code.
* Mentor and guide technical staff, ensuring appropriate training, tools and skill development.
* Manage risks associated with platform and application architecture and operations and develop appropriate mitigation strategies.
* Support the implementation of technical cybersecurity controls and ensure compliance with security architecture and incident response protocols.
* Provide relevant training and access to PHN staff and other users for platform-related administration tasks.
To be considered for this role, candidates must meet the following selection criteria:
Essential experience and education
* A tertiary qualification in Information Technology or a related field, or equivalent industry certifications (e.g. Microsoft Certified Professional, Engineer, Associate).
* Minimum of five years' experience in software development, infrastructure, or cloud services.
* Proven ability to design and communicate technical solution architectures aligned with business needs.
* Strong understanding and hands-on experience with database design, modelling, and management (e.g. Microsoft SQL Server, stored procedures, or equivalent Azure services).
* Familiarity with ITIL frameworks, including service management standards and processes.
* Practical experience in application lifecycle management including version control, branching strategies, CI/CD, system/unit testing, and deployment practices.
* Demonstrated project and task management skills with the ability to deliver on time and within scope.
* Experience assigning and supervising tasks within multi-disciplinary teams across both project-based and operational settings.

WA Primary Health Alliance is a peak health organisations working towards a better health system for WA’s future.
We are a planning and Commissioning body dedicated to building a robust and patient centred primary health and social care system to ensure improved health equity for all West Australians.
In early 2015 the Commonwealth Government awarded WAPHA the contract to operate WA’s three Primary Health Networks (PHNS) – Perth North , Perth South and Country WA.
The two key functions of the PHNs, which align with WAPHA’s vision, are:
Increase the efficiency and effectiveness of primary care services for patients, particularly those at risk of poor health outcomes
Improve coordination of care to ensure patients receive the right care in the right place at the right time.
