Senior Business Analyst (Benefits)

Start Date: ASAP, but we can wait for the right candidate

Reports into: Director, Project Management Office

Initial End Date: 6 months from start (possible extension)

Maximum Rate: $969.16 per day, including super ($977.77 plus GST if an ABN)

Location: Hybrid work option is available whereby the candidate will be required to be in the office (Police HQ, Parramatta / Sydney Olympic Park) for 3 days per week (must be able/willing to commit to this); 2 days WFH.

Restrictions: You must either be an Australian Citizen; Permanent resident of Australia; or New Zealand citizen with a current New Zealand Passport. If in the past 5-year period, the candidate lived 12 months or more outside of Australia, they will need to obtain their own Security Clearance from the country of origin (i.e., place they were residing in during that period).

Existing Baseline Vetting, or NV1 or 2 clearances, is beneficial, as it speeds up the vetting process, but is not essential.

Policing Technology Program: One of the aims of Project Management Office is to provide a centralised resourcing model, inclusive of project managers, analysts, and portfolio managers. This includes practice management of all business analyst functions for supply of major programs or work, project initiatives and BAU.

The Senior Business Analyst (Benefits) plays a crucial role in reviewing and analysing the organisation’s business intentions, services, processes, and information needs to identify opportunities for improvement in large and complex programs and projects within NSWPF. This position collaborates with both internal and external delivery partners within the Technology & Communication Services Command. Additionally, the role is responsible for implementing and managing financial strategies, ensuring cost efficiency, and driving accountability and benefits across the Command. Through strategic analysis and effective stakeholder collaboration, the Senior Business Analyst (Benefits) contributes to the continuous enhancement of business operations and technology solutions.

Essential Skills / Requirements:

Minimum of 7 years of Business Analysis experience required.

Experience working with clinicians/in a healthcare environment (not to be confused with general health sciences like pharmacy or health insurance - advantageous, but not essential.

Business Analysis certification such as IIBA or Certified Analytics Professional (CAP) is preferred.

Extensive experience working as a business analyst across agile and/or waterfall delivery models for major ICT programs and projects.

Proven experience conducting workshops with business and technical SMEs, eliciting technical and business requirements supporting business needs.

Presentation and report writing skills are essential.

Qualitative and quantitative analysis ability required, acknowledging that advance data analysis is not required by this role.

Benefits identification and analysis as key attributes.

Experience with the full lifecycle of benefits management and realisation, working with teams to design and develop benefits realisation and measurement plans for baseline, targets and post implementation period data collection, and reporting.

Fundamental understanding of Benefits Management Framework e.g. NSW Benefits Management Framework

Project/program evaluations – development of key metrics, undertaking pre-post measurers, identifying insights to contribute to the evaluation/recommendation report.

Strong stakeholder engagement skills.

Proven ability to analyse complex financial data and provide strategic recommendations. This includes interpreting benefits and financial reports, identifying trends, and offering insights that support business objectives and drive financial and sustained benefits performance.

Excellent communication skills, with the ability to present information clearly and concisely to non-technical stakeholders. Translating complex financial data into understandable terms, facilitating effective decision-making, and maintaining transparency across the organisation.
