The Derbarl Yerrigan Health Service Aboriginal Corporation (DYHS) was established in 1974 and is the largest Aboriginal community-controlled health service provider in Western Australia, providing care to over 20,000 Aboriginal patients across four clinics in East Perth, Mirrabooka, Maddington and Midland.

Our staff enable the delivery of culturally responsive primary health services, focusing on prevention, early intervention, comprehensive care and care coordination including chronic disease management.

About the Role

Reporting directly to the CEO, the People Services Director provides strategic leadership and operational oversight of all Human Resources (HR) and Work Health and Safety (WHS) functions across Derbarl within a culturally safe, responsive, and inclusive framework.

This role is integral in fostering a workplace culture that respects and values Aboriginal culture and knowledge. It includes responsibility for workforce planning, industrial relations, performance management, learning and development, WHS systems, injury management, compliance, and cultural and organisational development.

The position ensures the alignment of people and safety strategies with Derbarl’s organisational goals, while maintaining compliance with all relevant employment legislation, modern awards, and health and safety regulations, and supporting the self-determination of Aboriginal communities.

To be considered, you must meet the following essential criteria:

1. Tertiary qualifications in Human Resources, Industrial Relations, Work Health and Safety, or a related discipline.

2. Demonstrated experience leading people and culture functions in complex, values-driven organisations, preferably within Aboriginal Community Controlled or community service sectors.

3. Proven ability to manage organisational change with a strong cultural lens and commitment to self-determination.

4. In-depth and up-to-date knowledge of the Fair Work Act, Work Health and Safety Act, and modern awards.

5. Demonstrated success in developing and implementing strategies to increase Aboriginal employment and leadership.

6. Strong interpersonal, influencing, and coaching skills with a consultative leadership style.

7. Commitment to the values and philosophy of Aboriginal Community Controlled Health Services, with experience working respectfully and effectively with Aboriginal people and communities.

8. Comprehensive understanding of HR and WHS compliance requirements and their application in service delivery environments.

9. Current Driver's Licence and ability to obtain a National Police Clearance prior to commencement.

About Derbarl Yerrigan Health Service

Princess Margaret Hospital held monthly clinics at the Aboriginal Advancement Council to provide immunisations and paediatric medical treatment. Princess Margaret Hospital supported the service as they recognised that our young Koolunga needed more follow up care. The monthly clinics increased from monthly to fortnightly and then weekly. Doctors and nurses from Princess Margaret Hospital also visited Allawah Grove Noongar Camp on the fringes of the metro area.

From this initial activity the seed was thus planted recognising that more health and medical support was desperately needed for all Aboriginal people not just the young. Princess Margaret Hospital should be recognised and acknowledged for the services they provided to Aboriginal families in the late 60's - early 70s.

The seed that was planted grew within the Noongar community and as a priority the next phase of the journey began. The word spread to the Noongar people and they formed the New Era Aboriginal Fellowship (NEAF) Committee - this Committee was inspirational in lobbying for contributions and community support to allow an independent, dedicated facility to be established where extended health care could be provided to those in need.
