The Australian Council on Smoking and Health (ACOSH) is a leading public health advocacy organisation dedicated to eliminating the harm caused by tobacco in Australia. As a coalition of 31 health and community organisations, we have been at the forefront of policy change, public awareness, and exposing tobacco industry tactics for over 50 years.
We are seeking an experienced and passionate Manager – Advocacy & Stakeholder Engagement to help drive policy advocacy, stakeholder engagement, and strategic communication efforts that support strong tobacco control policies in Australia.
Working on the ACOSH team, this role will collaborate across research, policy, and communications to ensure evidence-based messaging reaches key decision-makers, media, and the public. The role requires a strategic thinker and skilled communicator who can translate complex public health research into compelling advocacy materials and engagement strategies.

JOB TITLE: Manager – Advocacy & Stakeholder Engagement
JOB TYPE: Part-time [0.8FTE]

SUPERVISOR/MANAGER: Chief Executive Officer
SALARY SCALE: $120,000 - $125,000 pro rata at 0.8FTE
KEY RESPONSIBILITIES
Lead the development of tobacco control advocacy projects.
Plan, implement and evaluate tobacco control advocacy initiatives.
Develop submissions around current tobacco control issues e.g. legislative control of tobacco products, advertising of tobacco products, pricing of tobacco products, reducing the number of retail outlets for tobacco products and smoking in public places.
Generate and implement evidence-based advocacy approaches in collaboration with key stakeholders to address the current vaping crisis.
Maintain knowledge of existing global tobacco industry initiatives, to identify opportunities to expose industry interference.
Engage in strategic communication strategies and maintain relationships with key media outlets.
Facilitate policy-relevant research through collaboration with academic bodies.
Editing, proofing and finalizing various communication, advocacy and office documentation.
ESSENTIAL CRITERIA
Tertiary qualification in a relevant discipline or equivalent work experience.
Advanced written and oral communication skills.
Demonstrated high level of attention to detail, with the ability to produce accurate, high-quality written materials and manage complex information effectively.
Excellent interpersonal skills, including the ability to develop and maintain effective partnerships.
Proven experience in planning, implementing and evaluating advocacy strategies.
Ability to be assertive, creative, flexible and provide sound strategic judgement.
Proven project management skills around managing budgets and contractual agreements with external agencies.
Experience in managing and mentoring a dynamic team.
Being a non-smoker and non-vaper.
DESIRABLE CRITERIA
Knowledge of tobacco control issues, methods and priorities.
An understanding of the Australian political, legislative and judicial systems and ability to assess issues in the political, economic and social environments.
A current driver’s license.

We’re looking for a proactive and strategic advocate with strong relationship-building and communication skills. You’ll thrive in this role if you have:
Experience in policy, advocacy, or stakeholder engagement, in public health, government, or the not-for-profit sector.
Excellent written and verbal communication skills, with experience developing policy submissions, reports, and evidence-based advocacy materials.
Strong ability to translate complex research into clear, persuasive communication pieces tailored for policymakers, media, and public audiences.
A collaborative approach, with experience working across teams to align advocacy, research, and communications.
A proactive and adaptable mindset, with the ability to manage multiple priorities in a fast-paced advocacy environment.
