About the role
The Tiwi Womens Ranger Operations Coordinator will play a hands-on role in facilitating land and sea management activities across the Tiwi Islands as part of the Tiwi IPA Plan of Management. The position is based at Wurrumiyanga on Bathurst Island and reports directly to the Tiwi Ranger & IPA Program Manager who is based at Tiwi Resources in Darwin. The Tiwi Womens Ranger Operations Coordinator will be directly responsible for women rangers, but will also work closely with the two other Ranger Operations Coordinators based on Bathurst and Melville Island to manage all permanent and casual ranger staff on the Tiwi Islands. They will need to be able to demonstrate excellent interpersonal skills and have strong cross-cultural awareness.
The Tiwi Womens Ranger Operations Coordinator will be required to assist with the coordination of natural and cultural resource management activities. This will include, but will not be limited to, fire management, weed and feral animal management, marine patrols, monitoring and evaluation, biodiversity and threatened species surveys, cultural knowledge transfer projects with Traditional Owners and Tiwi Junior Ranger program support.
The position will involve regular remote travel via 4WD vehicles, boats, light aircraft and helicopters across the Tiwi Islands. It will suit someone who enjoys being on country, is keen to live and work in a remote location and wants to support Tiwi people to manage the unique natural and cultural values of their Islands.
KEY RESPONSIBILITIES:
Supervise, mentor, and facilitate training for the Tiwi Ranger team to ensure the effective, efficient and safe delivery of work programs.
Support the development of a positive working culture in the Ranger Program by providing guidance on priorities and goals and promoting learning and development opportunities.
Maintain the shared Ranger Program diary and complete records and associated paperwork in relation to land and sea management activities, training, and program delivery, in accordance with organisational and reporting requirements.
Manage and maintain all Ranger program infrastructure and assets, and ensure rangers take a high level of responsibility for the care and safekeeping of equipment and resources.
Provide support to Rangers to deliver on Fee-for-Service activities and opportunities.
Provide operational and logistical support to the Fire Project Officer to implement the Tiwi fire management plan and assist with community awareness and education about burning to maximise carbon credit returns and keep country healthy.
Support the Tiwi Ranger & IPA Program Manager to meet external reporting requirements – e.g., Clean Energy Regulator, NIAA, NTAIC and NTG grants.
Represent and promote the Tiwi Ranger Program at various forums and meetings, as required.
Ensure compliance with cultural protocols and Tiwi Resources Policy and Procedures, including the promotion of safe working practices and instruction of Rangers in OH&S policy and procedures.
Support Ranger engagement with the Tiwi Junior Rangers Program through school visits and work experience and promote careers in land and sea management with the Ranger Program.
Support the implementation, monitoring and evaluation of the Tiwi Islands IPA as directed by the Tiwi Islands IPA Plan of Management (2023-2033).
Assisting in development of work plans and facilitate work on the IPA by providing day-to-day coordination, supervision and support for rangers, in partnership with other Ranger Operations Coordinators to undertake activities including (but not limited to): weed management, fire management, biodiversity surveys, biosecurity activities, feral animal control, removing rubbish from beaches and waterholes, assisting researchers and visitors on the Tiwi Islands, and attending meetings and conferences.
Be available to assist out of regular work hours for emergency work, such as during the fire season.
Report to Tiwi Resources Board meetings and undertake other duties related to the position, directed by the Tiwi Ranger & IPA Program Manager as required.
REPORTING:
The Tiwi Womens Ranger Operations Coordinator is responsible to the Tiwi Ranger & IPA Program Manager and the Tiwi Resources Business Manager, both based in Darwin.
SELECTION CRITERIA:
Essential
A relevant tertiary qualification and well demonstrated relevant experience in environmental planning, natural resource management or a related field.
Demonstrated experience managing teams of people alongside planning and execution of operational work programs.
Demonstrated ability to collaborate and work effectively with Aboriginal people.
High level written and oral communication skills.
Demonstrated ability to prepare reports and complete administrative tasks to meet deadlines.
Competence in the use of computers and Microsoft Office applications.
Current manual driver's license (C Class) and competence in the use of a manual 4WD vehicle in remote and off-road conditions.
Willingness to undertake travel in light aircraft, vessels and helicopters.
Appropriate level of health and fitness to meet the rigours of remote field work including working in hot weather, driving long distances in a 4WD vehicle, changing tyres and lifting up to 20kg.
Able to obtain a current Police Clearance and Working with Children Check (Ochre Card).
Knowledge of, and commitment to, the principles of Equity and Diversity, Participative Workplace Practices, and Workplace Health and Safety and the ability to apply them in the workplace.
Desirable
Previous experience in undertaking consultations in the development of land and sea management projects, ideally with Aboriginal people.
Experience in the maintenance and upkeep of vehicles, small machinery and equipment, including the ability to troubleshoot and carry out repairs and servicing as required in a remote setting.
Experience in GIS and/or ability to use a variety of GIS software, including QGIS, ArcGIS, Avenza Maps.
Coxswains licence or boat handling skills.
Certificates or training in relation to land and sea management e.g., weed spraying, fire management, machinery use, feral animal control.
Familiarity with legislation relating to land management in the NT.
Experience working in remote areas.
FF1 qualifications and Aerial Incendiary Operator training.
Technical or trade skills relevant to the Tiwi Ranger Program (e.g. fire and weed management, GIS, plant and animal identification, chemical use, small engine maintenance, welding, etc).
Working knowledge of Aboriginal Land Rights Act (NT) 1976.
SALARY AND BENEFITS:
Salary range $85,000 - $95,000 per annum depending on qualifications and experience + 11.5% superannuation.
Initial two-year contract with the potential for extension, subject to a three-month probationary period and an annual performance review.
6x return ferry tickets or flights with Fly Tiwi to Darwin per year.
Basic accommodation in Wurrumiyanga provided.
CONDITIONS:
38 hours per week. Any extra time (As approved by the Tiwi Ranger & IPA Program Manager) is taken as Time Off In Lieu (TOIL) on a 1 for 1 basis.
30 days (6 weeks) per year annual leave, plus paid Christmas shut down.
10 days (2 weeks) per year of carers/sick leave.
This position may require camping out from time to time, weekend work and some long days. Weekend work and long days will be compensated by taking additional days off at agreed times.
Uniforms and PPE will be provided.
