About the organisation:

Tiwi Resources Pty Ltd is a trust company established by the Tiwi Land Council in 1991 and owned by the Tiwi Islands’ eight landowning groups. Under the guidance of a strong 100 per cent Tiwi governance board, it provides services to help reduce poverty, advance education, improve land and sea management, and support cultural programs. Tiwi Resources manages natural resource management projects for all Tiwi, including the Ranger Program, the Junior Ranger Program, the Tiwi Islands Indigenous Protected Area, and the Tiwi Fire & Carbon Project.

About the role:

The Tiwi Ranger Program and IPA Manager will be responsible for the overall management of Ranger programs on the Tiwi Islands in the NT and will be critical to the effective planning, implementation and monitoring of Tiwi land and sea management work plans and budgets. The position will take a lead role in growing the capacity and capabilities of the Program and identifying new opportunities.

The Ranger Program and IPA Manager will manage the Ranger Operations Coordinators and provide additional mentoring and support to the Ranger Supervisors and the full ranger team. The position will also support the Fire Project consultant to implement the annual Tiwi Fire Management Plan.

The Ranger Program and IPA Manager will work collaboratively with the Tiwi Land Council’s Resource and Environment Officers to promote effective two-way communication between the Land Council and Tiwi Resources, ensuring land and sea country management activities are authorised, coordinated, and meet the aspirations of Traditional Owners.

The position will also manage the Tiwi Islands Indigenous Protected Area (IPA) which is expected to be dedicated in July 2025. The position is based in Darwin and will require frequent travel to the Tiwi Islands. It reports to the Tiwi Resources Business Manager, also based in Darwin.

Key Responsibilities:

Provide strong leadership and support to the Tiwi Ranger Program to ensure the successful planning and delivery of natural resource management projects on the Tiwi Islands.

Ensure all ranger and IPA projects and activities (e.g. funded by the NT Aboriginal Ranger Grants Program, NIAA, Aboriginal Investment NT, etc) are delivered on time and within budget.

Support the Tiwi Resources Business Manager to meet all reporting requirements for the Tiwi Carbon Project for the Clean Energy Regulator.

Identify funding and fee-for-service opportunities related to land and sea management, develop, and write grant applications.

Work cooperatively with the Tiwi Land Council’s Resource and Environment Officers to ensure effective communication and delivery of land and sea management activities and research projects across the islands.

Identify opportunities for leadership and capacity development for the Ranger Program and support training to build skills and confidence in all team members.

Support the Tiwi Fire Officer to plan and implement annual fire management plans and organise annual community engagement activities to raise awareness about burning for healthy country and maximising carbon credit returns.

Maintain networks outside the Tiwi Islands in the field of NRM and Indigenous land management, including with scientists, experts, other ranger groups and organisations.

Promote the Ranger Program to Tiwi and external stakeholders in a range of forums ensuring all presentations, reports, and other communication materials comply with Tiwi natural and cultural values and priorities.

Support the Tiwi Junior Ranger Program by facilitating Ranger student engagement, school visits, work experience and mentoring, and promote the Ranger Program as a career pathway for young Tiwi men and women.

Promote local and national awareness of the Ranger Program’s achievements by identifying relevant awards and writing compelling nominations.

Report on the Ranger Program’s progress and achievements to the Tiwi Resources Board and the Tiwi Land Council, clearly demonstrating the group’s continuing growth and improvement.

Manage the shared Ranger Program diary recording land and sea management activities and training with the Ranger Operations Coordinators.

Support consultants to facilitate IPA Committee meetings.

Undertake other duties related to the position, as required.

SELECTION CRITERIA

Essential

Relevant qualification and/or demonstrated relevant experience in natural resource management, environmental science, or a related field.

Demonstrated experience in the training, development, and management of Aboriginal Ranger teams to undertake work activities related to the management of environmental, cultural and social values.

Demonstrated experience in working and communicating effectively with Aboriginal people and stakeholders, including facilitating meetings.

Demonstrated experience in project management including planning, budgeting, reporting and acquittals.

High-level organisational and time management skills and ability to meet deadlines.

Excellent oral and interpersonal communication skills.

High level written communication skills with a demonstrated ability to write successful grant applications, prepare reports and complete administrative tasks on time.

Competence in the use of computers and Microsoft Office applications.

Current manual driver’s license (C Class) and competence in the use of a manual 4WD vehicle in remote and off-road conditions.

Working knowledge of the (Commonwealth) Aboriginal Land Rights Act (NT) 1976, the (NT) Environment Protection Act 2019 and the (Commonwealth) Environment Protection and Biodiversity Conservation Act 1999.

Ability to work in a remote location and undertake fieldwork in potentially physically demanding conditions.

Knowledge of, and commitment to, the principles of Equity and Diversity, Participative Workplace Practices, and Workplace Health and Safety and the ability to apply them in the workplace.

NT Working with Children Clearance (Ochre Card).

Desirable

Experience in GIS and/or ability to use a variety of GIS software, including QGIS, ArcGIS, Avenza Maps.

Coxswains licence or boat handling skills.
