In collaboration with the Queensland State Government, Emanate Technology is looking for an experienced IT Operating Model Lead Analyst to assess, design, and implement an improved IT operating model. This hands-on role will drive organisational change, enhance service efficiency, and optimise core ITIL processes within a large and complex ICT environment.

What you’ll be doing

• Reviewing the existing IT operating model, ITIL processes, and supporting systems.
• Identifying gaps and opportunities to improve efficiency and service delivery.
• Designing a target IT operating model that aligns with strategic goals.
• Leading process improvements and structural changes.
• Engaging stakeholders to ensure alignment and buy-in.
• Implementing changes and monitoring adoption.
• Ensuring compliance with financial, quality (ISO:9001), and information security policies.

What you need to bring

• 8–10 years' experience in IT operating model design, implementation, and change management.
• Extensive knowledge and practical application of ITIL best practices within enterprise environments.
• Strong project management background, with experience in Agile methodologies and SDLC.
• Demonstrated ability to drive organisational transformation and process improvement.
• Hands-on experience with enterprise solutions, particularly SAP (desirable).
• Proven leadership in IT service management and operational strategy.
• Exceptional stakeholder engagement, problem-solving, and communication skills.
• Strong analytical and strategic planning capabilities.
• ITIL Foundation Certificate or relevant IT governance accreditation (preferred).

The ideal candidate will have…

• Experience in complex government ICT environments.
• Background in SAP delivery environments.
• Exposure to ServiceNow and IT service management tools.
• Knowledge of Prince2 project management methodology and PROSCI change management frameworks.
• Awareness of emerging IT capabilities and delivery models.
• Ability to work effectively under pressure in dynamic environments.
