Finance Manager (7/8) - Parramatta
Hourly Rate: $70.55 + Super
Contract Duration: 6-Month Contract (Possibility to Extend)

A State Government Organisation is seeking a skilled and experienced Finance Manager to join their dynamic team located in Parramatta. As a Finance Manager (Clerk 7/8), you will play a pivotal role in providing analytical, accounting, and financial system support, assisting in the coordination of financial functions to meet business objectives. Primary Purpose of the Role:

The Finance Manager will be responsible for delivering critical financial management services, ensuring compliance with relevant legislation and policies while driving financial performance. You will support the command/business unit in managing budgets, financial reporting, and analysis, and provide strategic financial advice to commanders and managers.

Key Responsibilities:

• Build and monitor financial and accounting systems, ensuring compliance with the Public Finance and Audit Act and other relevant legislation.
  
  
• Balance annual recurrent budgets, cash flows, and year-end projections.
  
  
• Prepare and consolidate monthly financial analysis, including performance reporting, activity-based costing, cost/benefit analysis, and benchmarking.
  
  
• Provide expert financial advice to commanders and managers on matters affecting business planning and financial performance.
  
  
• Develop internal controls and conduct financial audits to ensure compliance with policies, procedures, and legislation.
  
  
• Manage transactional financial systems, ensuring accurate monthly reporting, including accruals, journals, and performance summaries.
  
  
• Consolidate future budget variation requests, capital works, and revenue estimates, supporting the budgeting process.
  
  

Key Challenges:

• Build and maintain strong working relationships with commanders, managers, and key stakeholders to ensure effective financial management and collaboration.
  
  
• Deliver prompt, consistent, and accurate financial processing services, offering expert advice while keeping abreast of emerging trends, policies, and legislative changes.
  
  
• Ensure the timely delivery of corporate financial services, adhering to service level agreements and organisational deadlines.
  
  

Essential Criteria:

• Proven experience in financial management, accounting, and reporting, ideally within a government or large organisational setting.
  
  
• Strong knowledge of relevant financial legislation, policies, and procedures, including experience with the Public Finance and Audit Act.
  
  
• Ability to provide strategic financial advice and make evidence-based recommendations for business planning and decision-making.
  
  
• Demonstrated ability to work collaboratively and effectively with senior management and stakeholders.
  
  
• Exceptional attention to detail, analytical skills, and the ability to manage multiple priorities within tight deadlines.
  
  
• Strong communication and interpersonal skills to engage with various stakeholders across the organisation.

• The position is based in Parramatta.
  
  
• Hourly rate: $70.55 + Super.
  
  
• This is a 6-month contract with the possibility of extension.
