The opportunity we have available
The Legislation Liaison Unit (LLU) performs a critical role facilitating the department’s legislation program. The LLU is comprised of non-lawyers and provides specialist advice and procedural support to ensure legislative instruments and bills progress efficiently through Parliament and the Federal Executive Council (ExCo) in accordance with established process requirements outlined in the Legislation Handbook.
The LLU is structured in three specialist teams, and successful candidates may be placed in any of the following:
- Primary Legislation Team – Leading the lodgement, introduction, and passage of bills through Parliament to ensure they meet the procedural requirements, including liaising with policy teams, central agencies, and Parliament House.
- Subordinate Legislation Team – Leading the submission and/or lodgement of legislative instruments to ensure they meet the procedural requirements before being made, including liaising with policy teams, central agencies, and the Federal Executive Counsel.
- Legislation Program Governance Team – Leading coordination, high-level project management, and reporting on the progress of the department’s legislative priorities.
As an EL1 Senior Liaison Officer, you will lead a team within the LLU and work closely with senior stakeholders and policy areas to ensure legislative processes are followed. This role requires strong leadership and stakeholder engagement skills, and understanding of legislative and parliamentary processes.
What will you do?
Depending on placement, as an EL1 Senior Liaison Officer, you will be responsible for:
- Leading a small team within the LLU to manage legislative processes in either the preparation of bills, subordinate legislation, or program governance.
- Providing procedural advice to policy areas, senior executives, and ministerial offices on legislative requirements and parliamentary processes.
- Coordinating and reviewing legislative submissions to ensure compliance with procedural and Government requirements.
- Managing stakeholder relationships, including liaising with central agencies such as the Department of the Prime Minister and Cabinet, the Office of Parliamentary Counsel, and the Australian Parliament House.
- Tracking and reporting on legislative workflows, ensuring deadlines are met and processes are followed.
- Driving process improvements to enhance the efficiency and effectiveness of legislative coordination within the department.
Who are we looking for?
The successful candidate for this position will be able to demonstrate their capability against the EL1 Work level standards, and will have:
- a strong understanding of legislative and parliamentary processes, including the preparation and passage of bills, subordinate legislation, or program governance support;
- demonstrated leadership and team management skills, with the ability to mentor and guide staff;
- advanced stakeholder engagement and negotiation skills, with experience in liaising with Government agencies and ministerial offices;
- high-level analytical and problem-solving skills, with the ability to interpret complex procedural documents such as the Legislation Handbook, Executive Council Handbook, Instruments Handbook, and Guide to Managing Sunsetting Legislative Instruments;
- the capacity to manage competing priorities and deliver high-quality work within deadlines; and
- a proactive and accountable approach to work, with a commitment to continuous improvement and professional development.
We welcome applications from candidates with strong leadership skills, strategic thinking, and a proactive approach to legislation coordination. This role is suited to individuals who thrive in a fast-paced customer service environment and are committed to ensuring the efficient progression of legislation.
