About the opportunity

We have an exciting permanent opportunity for a Senior Procurement Advisor to provide procurement support to all Energy Safe Victoria's business units, ensuring value for money outcomes are realised.

You will contribute by:

  • Undertaking complex and non-complex procurement, planning and tendering processes for internal clients.
  • Manage the end-to-end procurement process, whilst providing clear direction, assistance and services relating to procurement to ensure the requirements are delivered within agreed timeframes and budget, and in accordance with relevant policies and principles.
  • Maintain regular communications with the Procurement Manager and Procurement and Contract Advisor, to ensure team cohesion and a common approach to activities.
  • Provide input into the regular reporting cycles and on an ad hoc basis, as requested.
  • Liaise between internal clients and the relevant legal advisor to support contract documentation, such as Agreements, Memorandums of Understanding, Variations and Extensions.
  • Assist contract managers undertaking contract monitoring, to identify contract risks and emerging issues.
  • Provide general commercial advice on appropriate actions to address and resolve any issues arising on these reviews.
  • Liaise with the Procurement and Contract Advisor to ensure recent procurement and contract management activities are accurately reflected in Energy Safe's data repositories, with relevant and accurate information on contractual or procurement changes.
  • Provide comprehensive and high-level advice to internal clients and attend meetings in relation to RFx, contractual and commercial matters and report outcomes, as required.
  • Assist in the development and review of procurement documentation including templates, schedules, correspondence, reports and submissions.
  • Conduct audits of Energy Safe's purchasing, purchasing processes and practices to ensure alignment and consistency with Energy Safe's Procurement Policy and government requirements; and rectify problem areas where necessary.

To be successful, you'll have:

  • Relevant tertiary or industry qualifications in procurement or a similar discipline (finance, law, contract management, project management, supply chain etc)
  • Extensive experience in a procurement role, or a similar discipline.
  • Knowledge of VGPB requirements with a strong emphasis on Social Procurement and Local Jobs First obligations.
  • Experience in and demonstrated understanding of public sector governance.
  • A knowledge of the legislative and legal framework of Government procurement including maintaining probity across processes.
  • Demonstrated knowledge and experience in the drafting and development of sourcing and/or contract documents including the demonstrated ability to prepare well-structured documentation.
  • Demonstrated problem solving, research and analytical skills, including demonstrated experience in data analysis and data management systems.
  • Demonstrated well-developed interpersonal skills, including the demonstrated ability to liaise, consult, provide advice and negotiate along with the ability to build and maintain effective working relationships with a variety of stakeholders including suppliers.
  • Well-developed written communication skills, including the ability to produce information, reports and documents that are logical, clear, accurate, concise and readily understandable.
  • Ability to work as a team member and contribute to a positive team environment.
  • Familiarity with State Purchasing Contracts and sourcing systems such as Buying for Victoria, Digital Marketplace and VendorPanel.
  • Strong understanding of contract management, purchasing and finance systems.

ESV is a technical and safety regulator responsible for the safe generation, supply and use of electricity, gas and pipelines. A statutory authority, we also licence electricians, manage the Certificate of Electrical Safety Program, conduct community safety campaigns, ensure electrical and gas products are approved and safe for use, and investigate gas and electrical incidents.

Energy Safe Victoria (ESV) is the independent technical regulator responsible for electricity, gas and pipeline safety in Victoria.

Our role is broad and ranges from accepting industry’s safety cases and safety management schemes for the design, construction and maintenance of electricity, gas and pipeline networks across the state to regulating against standards and administering regulations covering gas and electrical appliances and installations and energy efficiency.

We have a team of investigators who probe gas and electrical safety issues in homes and businesses across the state, and run various community education campaigns alerting Victorians to potential dangers with energy.

We also licence and register electricians, and issue and audit Certificates of Electrical Safety, which is your guarantee that electrical work has been performed by a qualified electrician.
