COMMUNITY RECOVERY & RESILIENCE:
Support the wider community through their recovery after the October 2022 Flood Event and ongoing support and planning for additional recovery events.
Enhance the capacity and encourage community participation and support community members to develop and implement Community Events
Maximise opportunities to attract recovery funding to undertake relevant community development programs and projects.
Under the direction of the Municipal Recovery Manager, assist with the emergency and recovery activities as required.
Provide direct support, information, and guidance to the Municipal Recovery Committee members.
Provide direct support, information and guidance to community members, stakeholders, external service providers and other strategic partners regarding planning, development, and implementation of the Recovery Plan.
Support Moira Shires community grant procedures, particularly for Recovery and Resilience and Community Development.
COMMUNITY DEVELOPMENT:
Identify and assist potential growth opportunities for affected sectors such as small business, arts, tourism, sport, multimedia, agriculture, health, and education. Assist to establish resilience and recovery activities to continue community strengthening.
Provide regular updates and reports and funding proposals as required to Council.
Assist community participants to determine learning and skills development priorities and facilitate the delivery of community training and skills development programs.
Support existing project teams, the development of new recovery project plans and lead the implementation of prioritised recovery projects.
Provide administration and coordination support for projects as required.
Develop and maintain partnerships with relevant stakeholders and service providers that support our culturally diverse community.
Seek opportunities to develop community events, programs or activities that engage, celebrate and promote our cultural diversity with the broader community including but not limited to events such as Multicultural, Refugee and Harmony weeks.
Identify opportunities where Council can build resilience and capacity within the community.
Advise Council on appropriate mechanisms for engagement and inclusion of our diverse community, including through the preparation of reports when necessary.
Research and apply for funding, monitor and support funding agreements, participate in the Community Strengthening grants program.
Implementation, review and monitor actions identified within the Council Plan.
Keep up to date with all state and federal governments’ policies pertaining to cultural diversity, anti-racism and racial discrimination.
Provide advice on relevant trends and research regarding culturally diverse and new emerging communities and policy changes impacting refugees and asylum seekers.
Represent Council in relevant networks and partnerships with other local governments and within the region to share information and resources to build capacity.
CULTURALLY AND LINGUISTICALLY DIVERSE (CALD) SUPPORT AND ENGAGEMENT:
Develop and maintain partnerships with relevant stakeholders and service providers that support our culturally diverse community.
Seek opportunities to develop community events, programs or activities that engage, celebrate and promote our cultural diversity with the broader community including but not limited to events such as Multicultural, Refugee and Harmony weeks.

ABORIGINAL AND TORRES STRAIT ISLANDER SUPPORT AND ENGAGEMENT:
Completions of reporting and administration tasks of Council’s first Reconciliation Action Plan (RAP).
Coordinating the RAP working group
Establish and maintain, on behalf of Council, ongoing partnerships with Aboriginal and Torres Strait Islander Peoples, communities and organisations.
Maintain awareness of local and emerging issues and competing priorities.
Seek opportunities to develop community events, programs or activities that engage, celebrate and promote Aboriginal and Torres Strait Island culture, including but not limited to National Reconciliation week and NAIDOC week.
Develop and maintain partnerships that provide a strong and collaborative approach to positive community outcomes using community development principles and relationship management.
Assist in the education and training of Council staff including identifying opportunities that promote cultural awareness, inclusive services, practices and facilities.
- Maintain awareness of all legislation, guidelines and best practice in regard to Aboriginal and Torres Strait Islander Peoples.
Key Selection Criteria
Demonstrated knowledge of the municipality, Culturally and Linguistically Diverse and Aboriginal and Torres Strait Islander Peoples communities and agencies.
Demonstrated facilitation skills and ability to develop effective networks and partnerships with local community groups, organisations, government bodies and other internal and external stakeholders.
Demonstrated experience in project and event management, facilitating community consultation and writing grant applications.
Broad knowledge of issues, trends and Government policies and priorities impacting on communities in rural and regional Victoria.
Well-developed communication skills including the capacity to prepare clear and timely advice, concise reports and briefing documents, and make oral and written presentations to diverse stakeholder groups and Council.
Qualifications in the Community Development field or related area, or proven extensive experience in delivering community development programs and initiatives.
Essential qualifications and experience
Demonstrated ability working in a Culturally and Linguistically Diverse and/or Aboriginal and Torres Strait Islander environments.
Qualifications in the Community Development field or relevant experience in Community Development.
A high level of enthusiasm, motivation and willingness to be innovative.
Desirable qualifications and experience
- Previous experience in Local Government.
Licenses and mandatory requirements
Current drivers licence.
Working With Children Check (VIC).
- First Aid Certificate
