Position Overview:

The Executive Officer (EO) provides leadership and strategic direction of an approved plan of activation, advisory and advocacy for Launceston’s city centre.

The EO provides economic value to central Launceston’s businesses and social value to the Launceston community and visitors.

Key Responsibilities:

Leadership

  • Provide effective leadership for Launceston Central on behalf of the Board of Directors.
  • Co-ordinate the delivery and implementation of Launceston Central’s Strategic Plan.
  • Provide leadership in developing organisational and financial plans and carry out plans and policies as directed by the Board.
  • Ensure the organisation is consistently presented in a strong, positive image to relevant stakeholders and within relevant business and community groups.
  • Effectively manage the human resources of the organisation according to authorised personnel policies and procedures that fully conform to current laws and regulations.
  • Utilise best practice techniques and methodologies wherever practicable to ensure the continuous improvement of the organisation.
  • Provide reports as required to key stakeholders including those required under the Service Agreement with City of Launceston.
  • Manage major projects for the organisation including seasonal events, promotions and activations.
  • Provide continuous measurement and evaluation of Launceston Central’s operations to identify and implement systems for improved efficiencies.
  • Conduct market research and monitor Launceston Central’s activities to ensure alignment with organisational strategies.
  • Work with City of Launceston representatives on major strategies which impact upon the business interests of the city and its membership.
  • Ensure adherence to legislative and regulatory obligations are met, minimizing Launceston Central’s exposure to risk.

Stakeholder Engagement

  • Encourage and foster co-operative and participative relationships with key stakeholders, as well as business and community groups.
  • Identify, facilitate and provide opportunities for the growth and development of businesses within the agreed core service area.
  • Conduct activities that support the trading interests of businesses within the agreed core service area.
  • Develop and facilitate opportunities for city businesses to work in collaboration with one another.
  • Represent city business’ concerns to relevant stakeholders as directed by the Board.
  • Co-ordinate a regular calendar of networking and advisory functions for businesses within the agreed core service area.

Board/Financial

  • Be responsible for communicating effectively with the Board and providing, in a timely and accurate manner, all information necessary for the Board to function properly and to make informed decisions.
  • Provide monthly activity/performance reports to the Board and ensure that managers prepare reports monthly as required by the Board.
  • Ensure that meetings of the Board and Committees are conducted in accordance with Launceston Central’s Constitution, and in a manner that promotes informed decision-making.
  • Consult with the Governance Committee on the development of policies which promote good governance within the organisation.
  • Provide advice to the Board on issues impacting the responsibilities and policy positions of the Board members.
  • Provide assistance to the Board in the development of operational policies and the strategic direction of the organisation.
  • Ensure adherence to the organisation’s Service Agreement with the City of Launceston.
  • In consultation with the Board, prepare an annual budget and report on variances at monthly Board meetings.
  • Prepare monthly Executive Officer activity report and financial reports for Board.
  • Manage and authorise the financials, budgets, payments and payroll within established guidelines and reporting any anomalies to the Board.
  • Be aware of financial status of Launceston Central and actively track finances at all times.

Marketing, activations, operations and public relations

  • Oversee the design, marketing, promotion, delivery, budget and quality of Launceston Central’s programs, products and services.
  • Represent the organisation, as approved by the Board, in any confederation of organisations with similar purposes or on any panels, bodies or agencies with aligned interests.
  • Actively seek and identify sponsorship and partnership opportunities.
  • Attend out-of-hours functions as relevant and able.
  • Oversee the management of a diverse and rich busking program
  • Actively pursue media opportunities to promote the city in line with strategy
  • Identify opportunities and run marketing campaigns, events and promotions that create city visitation throughout the year
Selection Criteria:

Essential

  • Tertiary qualification in Business, Tourism and/or Marketing or equivalent experience in a relevant discipline.
  • Demonstrated experience in Business, Tourism and/or Marketing principles including in-depth understanding of digital marketing.
  • Proven ability to manage financial operations.
  • Demonstrated high level leadership and management skills.
  • Ability to make complex decisions.
  • Proven ability in building and maintaining productive stakeholder relationships.
  • Excellent written, verbal and interpersonal skills.
  • Demonstrated ability to work in a high pressure environment.
  • High level conflict resolution, negotiation, and problem-solving skills.
  • Ability to represent Launceston Central’s brand and core values.
  • Ability to manage compliance and risk.

Desired skills

  • Event and Sponsorship Management experience.
  • Knowledge of business environments including Retail and Hospitality.
  • Knowledge of local government operations.
  • Ability to exercise initiative, judgement and discretion.
  • Knowledge/experience of statutory requirements in a similar entity.
