The Aboriginal Health Council of SA (AHCSA) is the peak body representing Aboriginal community-controlled health and substance misuse services in South Australia at State and National levels.

Our primary role is to be the ‘health voice’ for all Aboriginal people in South Australia. We achieve this by advocating for the community and supporting workers through our Member Services with appropriate Aboriginal health programs based on a holistic perspective of health.

Summary of the broad purpose and characteristics of the position

The Manager, Finance and Procurement is responsible for delivering high-quality finance and accounting services to support the effective and efficient functioning of AHCSA’s operations. This role ensures the organisation’s financial viability as a peak body while meeting all legislative requirements and professional standards.

The Manager oversees AHCSA’s financial and resource management, developing and implementing systems and processes that support key functions, including accounting and financial operations, debtor and creditor management, payroll, risk management, audit and compliance, asset management, and procurement.

The Manager, Finance and Procurement is a Full-Time position.

The Manager, Finance and Procurement reports to and is accountable to the General Manager, Business Services. The position manages a small team of corporate service professionals who are required to work collaboratively across AHCSA to support staff with day-to-day operational requirements. It also engages and manages relationships with a range of external stakeholders.

The position works under limited direction and has management responsibility for the delivery of financial and procurement functions across AHCSA, in line with agreed frameworks, policies, procedures and other requirements.

Where required, the Manager, Finance and Procurement also works collaboratively with Member Services to provide information and guidance on finance and procurement matters, and to deliver tailored support services.

Statement of Key Responsibilities

The Manager, Finance and Procurement is responsible for:

  • Providing consolidated information that accurately reflects AHCSA’s financial status and requirements and ensuring reports are presented in an accessible form and timely manner. These reports include but are not limited to monthly comparative profit and loss, balance sheet and reconciliation, cash flow statement, annual audit schedules and financial statements and notes.
  • Processing accounts payable, accounts receivable, manual cheque and EFT payments, fortnightly time sheets and entitlements, coordinating payroll and all related payroll matters and liaising with AHCSA’s financial stakeholders.
  • Ensuring AHCSA’s periodic and mandatory reports and returns are evidenced by high quality supporting documents, financial statements, journals and balance sheets.
  • Overseeing the provision of prompt, accurate and reliable information in response to questions posed by AHCSA’s Board and its sub-committees, Member Services and staff about financial matters.
  • Developing organisational budgets, including assisting Managers with the development, maintenance and monitoring of budgets as required.
  • Overseeing AHCSA’s compliance with ATO regulations and other statutory requirements, in consultation with financial stakeholders.
  • Overseeing the accurate and transparent management of daily transactions, end of month accounting and year end audit processes; and end of year reconciliations and lodgements.
  • Overseeing accurate and timely processing of accounts payments, congruent with the relevant budget allocation and in accordance with creditor terms of payment. Overseeing the collection and receipt of incoming and outstanding monies and matching with the relevant invoice.

Ensuring the provision of payroll related advice to AHCSA staff including information about relevant industrial decisions. Ensuring the fortnightly payroll process, processing of staff travel, management of leave and other staff entitlements and termination payments.
  • Overseeing the development and maintenance of information, tools and resources to support staff undertaking procurement activities, consistent with AHCSA Procurement policies and procedures.
  • Managing the fleet of AHCSA leased vehicles including maintaining servicing, cleaning and insurance requirements and ensuring fleet vehicles are managed in accordance with leasing agreements.
  • Supervising and providing ongoing support for Finance and Procurement Team members in the delivery of programs and projects.

Essential Criteria

  • Extensive experience in a senior business / financial management role with comprehensive oversight of financial functions, including financial planning and accountability measures, budgeting, modelling, risk management, asset control and audit procedures, and ethical and sustainable financial management practices.
  • Extensive experience in preparing and presenting comprehensive financial reports, funding submissions, and strategic briefs for high-level stakeholders, including government agencies and board members.
  • Experience in interpreting relevant finance and procurement policies, legislation and frameworks.
  • Experience in a variety of business accounting and payroll software and Microsoft Office applications.
  • Bachelor Commerce/Business/Finance or other tertiary qualification in a relevant field.
  • Certified Practicing Accountant or Chartered Accountant.

Desirable Criteria

  • Experience in financial management within a community services organisation or health services context.
  • Experience in procurement and contracting, and contract management.
  • Experience in effectively leading teams within an Aboriginal organisation, demonstrating a strong commitment to cultural competence and community engagement.
  • Master of Business Administration.
