Join our dynamic and forward-thinking Development Assessment and Certification team in a key role supporting our city's growth.
We are seeking a dedicated professional to oversee the implementation of Council’s development contributions plans. In this role, you will assess development applications, complying development certificates, and related activities to ensure that essential community infrastructure keeps pace with development demands.
You will provide expert advice to a diverse range of stakeholders, guiding the interpretation and application of Council’s development contributions plans. Your work will contribute to best-practice infrastructure planning and help shape the future of our city.
Your key focus areas are;
- Interpret Council’s development contributions plans, Ministerial Directions and other government policy, legislation, plans, guidelines and policies in relation to development contributions, and provide verbal and written advice to a range of stakeholders
- Manage and calculate development contributions under the contributions plans for development applications and complying development certificates.
- Manage Council’s systems for the implementation of development contributions, including bank guarantees, haulage calculations, adjust systems in line with legislative requirements, and be the subject matter expert for the implementation of Council’s development contributions plans relevant to applications
- Monitor and review Ministerial Directions and other government policy, legislation, development control plans, guidelines and Council codes and policies in line with changes of legislation as related to local infrastructure contributions for development applications or complying development certificates. Monitor and manage development approvals and activity
- Prepare, negotiate and coordinate planning agreements relating to development applications or complying development certificates, including exhibition of agreements, reporting to Council, and implementation of agreements following adoption

LET’S DESCRIBE YOU
We are looking for a professional with experience in implementing development contributions plans and Ministerial Directions, negotiating and coordinating planning agreements, and operating in a publicly accountable environment. Strong report writing skills and attention to detail are essential. Exceptional interpersonal and communication skills are required to articulate and simplify complex information. A proactive approach, a can-do attitude, and the ability to work within legal frameworks while aligning with Council’s strategic vision are key. Collaboration, solution-focused thinking, and the ability to engage stakeholders early, negotiate effectively, and guide others through the process are highly valued.
You will have:
- Degree, or equivalent experience and qualifications, in a relevant discipline such as Economics, Town Planning, Business Administration, Finance/Accounting or other suitable qualification relevant to the field of expertise.
- Expansive understanding of and extensive experience in interpreting and implementing legislation, policies and procedures in complying and development assessment processes.
- Demonstrated experience in financial forecasting and financial management of projects or programs.
- Extensive experience in influencing and negotiating with key stakeholders, including developers, to ensure feasibility across projects.
- Strong experience in analysis and interpretation in managing projects to achieve results.
