Remuneration: Remuneration starts from $134,593 per annum plus superannuation

What are we looking for?
We seek a Finance and Budgeting Lead to oversee the effective management of the Treaty Authority's financial operations. This role requires strategic financial oversight, budgeting, financial reporting, and compliance while collaborating with external providers to ensure accuracy and regulatory adherence. The successful candidate will support the Leadership Team and Members in developing policies and procedures for finance and budgeting, enhance financial frameworks to align with organisational goals, and manage relationships with finance and budgeting service providers.
What you need to succeed:
To succeed in this role, you will bring to the role:
- Strong experience in strategic financial management, including budgeting and long-term financial planning
- Ability to provide financial performance advice to internal stakeholders
- Skilled in preparing and tracking financial reports for internal and external stakeholders
- Expertise in tax compliance, audits, and managing BAS, GST, and PAYG obligations
- Experience in cash flow management and developing investment strategies
- Knowledge of risk management, internal controls, and financial systems
- Collaborative approach, working with internal teams and external providers
- Ability to oversee external financial providers in areas like payroll, accounts payable/receivable, and tax compliance
- Leadership skills to manage financial operations and advise on budgeting for projects
About the Treaty Authority
The Treaty Authority is an independent entity with a mandate to facilitate the formation of treaties between the State of Victoria and First Peoples in Victoria.
The Treaty Authority’s work is grounded in Aboriginal culture, lore and law and led collectively by a panel of five Members committed to Aboriginal self-determination and empowerment. It engages with a broad cross-section of stakeholders including the State of Victoria, the First Peoples’ Assembly and Traditional Owners in Victoria.
The objects of the Treaty Authority’s work are to:
- Facilitate the journey towards reconciliation, mutual respect and tolerance between First Peoples and other people of the State and to
- Maintain, promote and advance the self-determination and empowerment, culture and human rights of First Peoples.
What you’ll bring:
- Passion for contributing to reforms benefiting First Peoples in Victoria
- Relevant tertiary qualifications in accounting, finance, or a related field (CA, CPA or similar desirable)
- Proficiency in financial analysis, budgeting tools, and reporting software along with experience in a similar financial and budget management role.
- Strong understanding of compliance obligations and financial risk management
- Advanced proficiency in Microsoft Excel and financial management software
- Experience with Australian accounting standards and public sector financial requirements
- Proven track record of providing high-level specialised advice and support to leadership and demonstrated experience in stakeholder engagement.
- Experience in supporting budget development at organisational and project levels
- Strong project management skills, including use of Gantt charts and MS Project (or similar) and skilled in managing and delivering multiple projects with competing priorities.
- Excellent administrative skills, with proficiency in preparing high-quality documentation, budgets, and reports with a commitment to excellence in all aspects of work.
