The Aboriginal Health Council of SA (AHCSA) is the peak body representing Aboriginal community-controlled health and substance misuse services in South Australia at State and National levels.
Our primary role is to be the ‘health voice’ for all Aboriginal people in South Australia. We achieve this by advocating for the community and supporting workers through our Member Services with appropriate Aboriginal health programs based on a holistic perspective of health.
AHCSA delivers nationally accredited training and has been registered with the Australian Skills Quality Authority (ASQA) as a Registered Training Organisation (RTO) since 2004 (RTO 40142). Summary of the broad purpose and characteristics of the position
The Finance Officer is responsible for performing a range of financial and accounting tasks to support the financial operations of AHCSA. This position plays a vital role in managing the organisation’s financial resources and ensuring all financial practices comply with relevant legislation, standards, and organisational policies.
Key responsibilities include processing transactions for Accounts Payable and Accounts Receivable, managing invoicing and payment processes, and assisting with the preparation and monitoring of budgets. The Finance Officer also helps prepare regular financial reports to provide insights for management decision-making and conducts financial analysis to identify trends and recommend improvements to financial processes.
Additionally, the Finance Officer is responsible for maintaining accurate financial records, ensuring the integrity of financial data, and contributing to internal and external audit processes. As a key point of contact for finance-related matters, the position manages enquiries from staff, vendors, and external parties.
The Finance Officer is a Full-Time position.
The Finance Officer is accountable to and reports to the Senior Finance Officer. The position works collaboratively with staff within the Finance and Procurement team and Business Services Directorate.
Statement of Key Responsibilities
The Finance Officer is responsible for:
- Collating and processing purchase orders, credit card purchases, invoices, and payments in due time in addition reconciling credit card statements and invoices as required.
- Coordinating the collection and receipt of incoming and outstanding monies, matching with relevant invoices. Monitoring and reconciling bank accounts with financial statements, journals, and balance sheets.
- Assisting with the management of month-end accounting processes including monthly profit and loss, balance sheet, and cash flow statements. Preparing information to support audits of accounts functions.
- Supporting the management of year-end audit processes and implementing accounting system change requirements when needed.
- Acting as a key point of contact on finance matters for staff, vendors and external stakeholders and responding to Accounts Receivable and Accounts Payable queries.
- Coordinating payroll and related matters, including processing fortnightly payroll and staff entitlements. Collaborating with the Human Resources team regarding any payroll issues. Assisting with maintaining employee salary and payroll records.
- Providing input into the development and review of policies and procedures from a financial management best practice perspective. Identifying opportunities to enhance the efficiency and accuracy of financial operations.
Essential Criteria
- Experience in a business management role, supporting functions such as financial management and resource allocation.
- Experience participating in establishing and maintaining business systems, practices, processes, and procedures within an organisational context.
- Experience in the application of relevant business and financial legislation, frameworks, standards, and principles within an organisational context.
- Experience in developing and applying risk management frameworks and tools.
Desirable Criteria
- Bachelor of Commerce/Business/Finance or Certificate IV in Business (Finance)
- Experience participating in managing funding and partnership agreements, contributing to the development, monitoring, and reporting on agreement compliance.
- Experience actively contributing to projects or programs within the Aboriginal community-controlled health sector, demonstrating a solid understanding of their operational and governance structures
