The Department of Justice and Community Safety is seeking a General Manager, Operational Assurance, Compliance and Reviews to provide a critical role within the System Performance Branch.

About the Business Unit

Corrections Victoria is part of the Corrections and Justice Services group in the Department of Justice and Community Safety (department). Corrections Victoria operates Victoria's adult custodial corrections system. Its vision is for Safer Prisons, Safer People, Safer Communities. Corrections Victoria's mission is to create a safer, smarter system with a skilled and supported workforce, that enables people in our care to make better decisions.

The System Performance Branch in Custodial Operations comprises three teams, which are: Operational Assurance, Compliance and Reviews; Continuous Improvement; and Statewide Operational Support. The branch provides authoritative, strategic, operational and policy advice, and briefing papers on a range of correctional issues to senior correctional management and is responsible for a range of work primarily across prisons. Its responsibilities include state-wide oversight of A Safer Places to Work, a range of central functions, including operational policy development, review and amendment, convening and participating in state-wide managers' meetings, performance monitoring and reporting, incident reporting, responding to family violence information sharing requests, oversight of internal and external reviews and investigations, coordination of Corrections Victoria's responses to coronial matters and litigation, auditing, correspondence, prison outreach and implementation support and general advice to prisons and other departmental staff and internal and external stakeholders.

About the Role

The General Manager, Operational Assurance, Compliance and Reviews reports to the Assistant Commissioner, System Performance and Custodial Operations. This role is responsible for leading the Operational Assurance, Compliance and Reviews team that monitors and strengthens the prison system by conducting a range of systemic assurance functions, compliance audits and reviews. Through the oversight of incident reporting, drug testing and internal and external prison reviews, this role will provide visibility into operational practices, identifying organisational risks and mitigation strategies. The General Manager will ensure the team responds flexibly to the changes in the prison system, providing expert advice to both staff and prison executives. The General Manager will work closely with other System Performance Branch staff to ensure accurate reporting of audit and review findings, to identify trends and themes across the prison system.

While the position is based at 121 Exhibition Street Melbourne, flexible work arrangements are available and you will be required to travel to other locations based on business needs.

Some of your duties will include:

  • Manage the Operational Assurance, Compliance and Reviews team ensuring staff are suitably skilled and experienced to provide expert advice and support to both prison staff and senior prison executives.
  • Establish and maintain internal oversight and assurance functions that identify organisational risks and adapt to changes within the prison system - this includes ensuring strong governance of the team's processes, systems and outputs.
  • Enhance reporting, accountability and continuous improvement through monitoring and reviewing performance against standards with a focus on risk assessment and management.

About you

To be successful in this role, you will have:

  • Demonstrated understanding of the key issues impacting Corrections Victoria, particularly within legislative, social, political and industrial frameworks.
  • Demonstrated experience in designing and conducting complex and detailed assurance functions, including audits and reviews, within a large and complex operational environment.

Qualifications

  • There are no mandatory qualifications for this role; however a tertiary qualification in a relevant discipline would be highly desirable.
