Osborne Richardson are public sector recruitment specialists with over 30 years’ experience. We are pleased to be partnering with a large Qld State Government Department: Drive innovation. Lead delivery. Shape better outcomes for Queenslanders.

About the Role

We are seeking an experienced and driven Solution Delivery Lead (AO7) to join our Innovation & Delivery team.

This is a unique opportunity to lead the delivery of business-critical systems and digital initiatives that directly improve outcomes for Queenslanders. As a delivery leader, you’ll combine strategic oversight with hands-on expertise, guiding initiatives from concept to completion and ensuring that high-quality solutions are delivered on time, on budget, and with impact.

Your role isn’t just about systems — it’s about people, progress, and purpose. You’ll foster collaboration across teams, vendors, and stakeholders; inspire innovative, human-centred solutions; and embed agile practices to drive continuous improvement.

If you’re looking for a career-defining role where you can lead delivery that truly matters, this is it.

What You’ll Do

As Solution Delivery Lead, you’ll own the end-to-end delivery process – from concept through to release – leading from the front while also rolling up your sleeves to get hands-on across multi-disciplinary activities.

Your responsibilities will include:

Lead agile delivery of systems and business initiatives, running and actively participating in agile sprints to drive fast, iterative progress. Applications including Appian platform, Java and web-based .NET applications

End-to-end delivery ownership – manage the full lifecycle of initiatives, from planning through delivery, regression testing, release, and continuous improvement.

Business analysis and testing – perform detailed business analysis, lead requirements gathering, coordinate testing activities, and execute regression testing to ensure quality outcomes.

Engage with stakeholders – communicate and collaborate effectively with business stakeholders including insurers, regulators, vendors, and internal teams to align priorities and deliver solutions that meet real-world needs.

Provide hands-on technical and documentation support, ensuring clarity, accuracy, and a strong foundation for decision-making.

Champion innovation and human-centred design, embedding agile frameworks and best-practice change management to deliver user-focused solutions.

Promote accountability and governance – oversee scope, timelines, reporting, and resource allocation with transparency and precision.

Foster collaboration and team culture, motivating colleagues, enabling open communication, and maintaining focus on shared delivery outcomes.

About You

You’re more than just a delivery manager — you’re a hands-on delivery leader who thrives on taking ownership of the full software delivery process from start to finish. You can balance strategic oversight with rolling up your sleeves to dive into the detail, whether it’s gathering requirements, coordinating testing, or engaging directly with business stakeholders.

To succeed in this role, you’ll bring:

Proven experience leading end-to-end software delivery, from requirements and design through to testing, release, and ongoing improvement.

Strong skills in business analysis, including requirements gathering, process mapping, and translating business needs into technical outcomes.

Demonstrated ability to lead and undertake testing activities, including planning, execution, and regression testing.

Hands-on experience working within agile frameworks, including actively running and participating in agile sprints.

Excellent stakeholder engagement skills, with the ability to confidently communicate and collaborate with insurers, regulators, vendors, and internal teams.

Strong written and verbal communication skills, able to translate complex concepts for different audiences.

A collaborative and adaptable mindset, with the ability to work effectively in dynamic environments where priorities evolve.

A track record of inspiring teams, building trust, and driving accountability to deliver quality results on time.

While formal qualifications aren’t mandatory, tertiary studies in Information Systems, Information Technology, or related disciplines will be highly regarded. Knowledge of statutory insurance schemes or the insurance sector will also be viewed favourably.
