About the Role
We are seeking a visionary and strategic leader to join our Executive Leadership Team as the Director Environment and Planning on an up to 6-Month Maximum Term Contract.
Reporting directly to the Acting General Manager, you will lead and manage a multidisciplinary team of professional and technical staff across a diverse range of services that contribute to the sustainability, growth and liveability of our region. You will be responsible for overseeing critical functions including:
- Town Planning and Development Assessment
- Building Control and Maintenance
- Waste Management
- Cemeteries, Swimming Pools and Caravan Parks
- Public Health and Food Safety
- Companion Animals and Straying Stock
- Environmental and Pollution Control
- Noxious Weeds and Heritage Planning, and
- Regulatory Enforcement.
Key Responsibilities:
- Provide leadership and effective management across all functions within the Environment and Planning directorate
- Ensure all statutory obligations are met and align with Council's strategic objectives, including the Community Strategic Plan, Delivery Plan and Operational Plan
- Provide specialist advice to the Mayor, Council Members and the Acting General Manager on complex issues and major developments
- Coordinate and process major applications in accordance with Council Policies, Statutory requirements and agreed timelines
- Serve as the critical link between the directorate and the Executive Leadership Team
- Manage budgetary performance and promote continuous improvement in service delivery, and
- Exercise statutory powers, duties and responsibilities relevant to the position.
About You
We are looking for a highly capable, forward-thinking leader who brings a depth of experience in planning, regulatory services and local government leadership. You will have:
- Proven senior leadership experience in a similar role, ideally within local government
- Tertiary qualifications in Town/Urban Planning or a closely related field
- Extensive experience in planning and development, including major development application assessment within a local government framework
- Comprehensive knowledge of relevant legislation, including the Local Government Act, Environment, Planning and Assessment Act and the Companion Animals Act
- Demonstrated ability to lead, manage and develop multidisciplinary teams to achieve high-quality outcomes
- Strong financial and operational management skills, including budget accountability
- Highly developed communication and public presentation skills
- Strong skills in stakeholder engagement, negotiation and mediation
- Experience in managing waste facilities and aquatic centre operations, and
- A current class 'C' drivers licence.
