The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

About the role

Reporting to the Manager, Change and Engagement, this role is responsible for developing and implementing effective change and communications strategies to support key digital transformation projects and operational changes.

The Senior Change and Engagement Lead will provide high-level strategy development, risk and issues management, organisational engagement and a range of communications content.

Key Accountabilities include

  • Provide strategic change management advice and implement innovative change strategies to support key projects and operational changes. Develop and manage change management strategies that set precedents for best practices and align with evolving organisational priorities.
  • Develop comprehensive change artefacts including impact assessments, stakeholder analysis, training needs analysis, communication plans, business readiness assessments, training plans, transition plans, and effectiveness measurements. Utilise both formal and informal communication channels to engage stakeholders and address areas for improvement and opportunities.
  • Lead stakeholder management and engagement activities including workshops and presentations. Participate in forums to contribute to decision-making and solution design, manage consultation processes, and negotiate with stakeholders to secure buy in and influence perspectives. Build and maintain effective relationships with internal and external stakeholders, including peers and senior leaders.
  • Develop and maintain both formal and informal networks with internal and external stakeholders, including vendors to facilitate change engagement across the department. Provide professional change management leadership and guidance to other professionals, ensuring alignment with best practices and strategic DGS and project objectives.

About you

To be considered for the role, you must be able to demonstrate:

  • Demonstrated experience in the public sector or relevant fields with the ability to prepare and implement comprehensive change and communication strategies and materials. Proven track record of providing strategic advice and advancing innovation in change management.
  • Excellent interpersonal skills with a demonstrated ability to build trust and influence a diverse range of internal and external stakeholders. Proven effectiveness in negotiating with stakeholders, peers, industry bodies, and other government agencies to achieve successful outcomes.
  • Proven ability in identifying risks and opportunities for end user process improvement to support project success. Ability to influence perspectives and secure buy in to meet project and service delivery timelines.
  • Exceptional communication and facilitation skills with experience in producing and presenting high-quality written and verbal information to staff at all levels of the organisation through a variety of mediums such as email, intranet updates, slides, briefing notes and process guides.
  • Outstanding organisational and project management skills, including the ability to work with technical and business stakeholders and set priorities, manage tasks under pressure, and meet tight deadlines. Proven ability to provide sound options for decision-making and maintain accurate records.

Mandatory requirements

  • Tertiary qualifications or equivalent experience in a relevant discipline such as, but not limited to change management, project management, user experience design or communications.
