The Australian and Queensland governments have jointly committed $9 billion—an 80:20 funding arrangement—for the Bruce Highway Targeted Safety Program (BHTSP), marking the largest single investment in the highway to date. This initiative aims to reduce crash severity and frequency, particularly between Gympie and Cairns, through measures such as wide centre line treatments, audio tactile line marking, intersection upgrades, rest areas, pavement strengthening, overtaking lanes, and upgrades to narrow structures, with completion targeted by 2030. It builds on over $6 billion in planned investment under the Queensland Transport and Roads Investment Program (QTRIP) 2024-25 to 2027-28. Project prioritisation will be guided by the Bruce Highway Advisory Council and both levels of government, with a corridor-wide fatigue management strategy informing rest area and stopping place upgrades.

The Role
In the role of Program Director (BHTSP) you will be responsible for leading the development phase of the Southern Queensland Region's contribution of the BHTSP – approximately $700 million of the $9 billion program.
Some of your responsibilities will include:
- Lead, manage and coordinate a team of professionals (blend of internal and external resources) to ensure that all program, governance and approval activities associated with the development of the BHTSP is undertaken in accordance with TMR requirements and industry best-practice.
- Manage stakeholder engagement for the program with key government agencies (local, state and federal), other key stakeholders such as Traditional Owners and provide specialist advice to senior management on all aspects of the program, delivering audience specific presentations as required. This includes representing the district on BHTSP specific technical, commercial and contractual working groups and forums.
- Identify and harness the necessary internal and external expertise to deliver program objectives by creating a high performing team, nurturing a positive and high-performance work culture reflecting the values of collaboration, respect, efficiency and ensuring an environment of inclusion and psychosocial safety which fosters continued learning and sharing across the program team and broader TMR.
- Collaborate and work in partnership with the broader BHTSP teams across the state and the BHTSP PMO to ensure consistency of delivery and technical practices across the program, as well as ensuring approval activities inform, are considerate of, and are integrated with the overall program schedule and that key milestones, risks and mitigations are shared and achieved.
- Investigate, manage and resolve complex engineering and contractual issues associated with the program to achieve overall program performance objectives and ensure value for money is achieved.
- Lead and manage the delivery of various construction contract options through the procurement and delivery phases to foster industry involvement whilst achieving value for money, time, quality, cost and program objectives.
- Manage, monitor and report on program progress (time, cost, quality, governance and other pre-determined measures), through the preparation and delivery of submissions and reports relating to planning, design and technical (including contract) issues and identify appropriate mitigation strategies to overcome issues or obstacles related to the program.
- Act as "Principal Representative's delegate" for the delivery contracts, if required, as defined and delegated at respective development/implementation phases.
