About the role

We are seeking a self-motivated, enthusiastic, and skilled individual to join our Fleet and Waste Services Team. This opportunity is a part-time position offered on a fixed-term basis until 29 May 2026.

In line with the State Government’s Waste Avoidance and Resource Recovery Strategy 2030 and to support the Strategy’s vision for a sustainable, low-waste, circular Western Australia, the City of Swan is recommencing it’s transition from a two-bin general waste-recycling system to a three-bin general waste-recycling-FOGO system. The transition will need widespread community education on concepts of resource recovery, circular economy and how to operate within a three-bin system. The Waste Education Officer - FOGO position will be instrumental in laying the groundwork for a successful and sustainable transition.

The prime responsibility of this position is to design and deliver behaviour change educational programs and activities for the City of Swan. To educate the community on waste related sustainable environmental practices, and to influence improved changes in behaviour patterns with staff, residents, visitors, businesses, schools and the broader community particularly in waste minimisation, recycling, waste diversion and litter prevention.

Key responsibilities include, but are not limited to:

  • Develop and implement a waste education plan, consistent with the City’s strategic objectives, and waste management strategy.
  • Work closely with key internal and external stakeholders to deliver waste education to the community on waste minimisation, recycling and litter control.
  • Provide specialist advice to internal and external stakeholders on waste issues and education resources, methods and principles.
  • To initiate, coordinate and project manage programs and projects across the organisation to bring about behaviour change relating to waste minimisation and awareness.
  • Investigate and respond to customer reports on waste and recycling issues and litter and illegal dumping issues, in a timely, effective and efficient manner. (Filters from initial contact from Customer Service Centre)
  • Report on a monthly basis on Key Performance Indicators
  • Investigate and develop applications for external grant funding on waste, recycling and litter that aligns with the City’s waste management strategy
  • To investigate and respond to customer enquiries and requests related to the 3-bin transition project ensuring a smooth and informed transition for customers
  • Attend and represent the FOGO project by delivering 3-bin waste education at information stalls and community events including occasional weekend events
  • Represent FOGO Project Manager during various meetings in their absence

About you

The successful candidate will have the following:

  • Relevant formal qualification (Certificate III or IV or equivalent qualifications in environmental management, environmental science, waste management or education or equivalent) or experience, especially in the areas of education, waste education and behaviour change projects and initiatives
  • Current ‘C’ class driver licence
  • Current Working with Children Check
  • A satisfactory National Police Certificate is required.
