Whadjuk Aboriginal Corporation represents the Traditional Owners of the Whadjuk region of the southwest of Western Australia. We work to manage native title benefits, while also advancing and strengthening Noongar culture, language, heritage, and society.
Role description
Support the strategic management and use of land assets to create opportunities to enable Traditional Owner care of country.
Build and maintain stakeholder relationships regarding land matters. Oversee the implementation of a Lands Management System (LMS), Heritage compliance systems and other supporting systems and processes and manage compliance against the Whadjuk Indigenous Land Use Agreement (ILUA), ensuring it satisfies all land related obligations and any service delivery expectations.
Provide administrative assistance and deliver regular board submissions and updates on land and heritage compliance matters.

The role will be to assist Aboriginal Community groups to identify needs, develop and implement strategies to address cultural heritage, land management, heritage protection of cultural sites and the cultural intellectual property of Aboriginal people. For this position, Aboriginality is considered essential. Therefore the position is a 50(d) position under the Equal Opportunity Act 1984.
Duties
Prepare and present Board and various committee submissions on a variety of matters primarily within the Lands and Heritage Management Portfolio and support as requested on related projects.
Assist with writing grant applications and business cases for developing land estate and cultural heritage service delivery potential.
Manage the land portfolio pursuant to the ILUA and subsidiary Agreements concerning Land acceptance, access, development, management and compliance.
Lead the development and implementation of a framework and procedures which will enable the Corporation to effectively consider, and process land offers from the Trustee, development proponents and other strategic landholders.
Support the Corporation to build and/or access an effective land management IT system to support the Land and Heritage Management Portfolio.
Identify and progress land-based opportunities for cultural and economic development.
Develop and implement land management plans, source funds for the holding costs of land, leases and maintain the Title Protection Criteria.
Management of all land access matters including obligations under the ILUA, and other relevant legislation/settlement documents.
Facilitate the establishment of the NLE within the Whadjuk Agreement Area:
Advise on and coordinate land selection.
Facilitate the leasing of Cultural Land.
Support the development of required DPLH reserve management plans for Cultural Land.
Implement and monitor compliance of all Joint Management Agreements, mining, land access and heritage agreements.
Support the CEO in the management of land and heritage access negotiations.
Oversee the implementation of the existing Land Management System (LMS) and other supporting systems and processes.
Facilitate land holding, compliance and management
Facilitate the development and implementation of a Strategic Land Plan and land management teams.
Support the transfer and ongoing use of ALT lands.
Capture and record historical and current information regarding land access.
Influencing & Managing Relationships
Establish, grow, and manage stakeholder relationships.
Support Whadjuk to economically activate its NLE asset base, cultural heritage and other land interests.
Promote and manage alliances within the organisation and across the public, private and community sectors to maximise use of the land estate.
Maintain effective working relationships with State and local government agencies, ensuring all land-related approvals, transfers, and compliance obligations are managed in alignment with Noongar Land Estate requirements.
Selection criteria
Essentials
High level of IT skills in Outlook, Word, and PowerPoint, GIS and State Government databases related to land and water management
Previous experience in a similar role
Demonstrated experience in developing asset management plans, designing and implementing strategic business plans and budgets.
Lead and manage multiple large, complex projects in a land administration context, including feasibility assessments, site evaluations, business case development, and funding proposals for land development or conservation initiatives
Develop and maintain asset management plans for landholdings, ensuring alignment with strategic priorities and community benefit
Demonstrated experience in making decisions in complex and challenging circumstances, with the ability to negotiate outcomes and deliver on priorities.
Demonstrated experience in communicating and influencing others, building, and maintaining productive working relationships with stakeholders including Aboriginal people, industry, and government agencies.
Excellent oral and written communication skills, especially in a cross-cultural context.
Strong commitment to the development and advancement of the Noongar community.
Working knowledge of land mapping and spatial data systems (GIS) and ability to interpret mapping outputs prepared by technical staff
Current drivers’ licence and able to undertake 4x4 driving in bushland if required.
Desirable
Previous experience working with Aboriginal people and boards.
Relevant tertiary or vocational qualifications.
Project Management qualification.
Previous experience in communicating and presenting to groups of Aboriginal people.
Knowledge of GIS mapping.
