The Victorian Government is establishing 50 government-owned and operated early learning centres by 2032 as part of the Best Start, Best Life reforms. The centres will offer childcare, Three and Four-Year-Old Kindergarten and Pre-Prep. The centres will provide high-quality, accessible and inclusive early childhood education and care that is child centred, focused on learning through play and in nature, with strong connections to local communities.
Early Learning Victoria's central office is part of the Victorian Department of Education. The central team is leading the roll-out of the 50 centres and will support and oversee centre operations once they open.

Centre Administrator - Early Learning Victoria Kings Park (interim name)
Salary band - $53,865 - $65,916
Early Learning Victoria is establishing a government-owned early learning and childcare centre at Kings Park Primary School. Opening in 2026, this 130-place centre will provide long day care and Three and Four-Year-Old Kindergarten, eventually transitioning to include Pre-Prep.
Role Purpose
The Centre Administrator will provide administrative support for all aspects of operation of the Early Learning Victoria centre. You will be integral to managing the centre's systems related to payroll, enrolments, attendance, and Child Care Subsidy. You will also be a key point of contact for families, greeting visitors to the centre and providing information and answering queries by phone, email and in person.
Key responsibilities:
Work with Early Learning Victoria central office to prepare the centre for opening in 2026
Provide information and support to families regarding enrolment, orientation and general operations of the centre
Build and maintain strong relationships with families, colleagues, suppliers and Early Learning central team
Data entry into the Child Care Management System, payroll systems and reporting
Process payments
Answer and direct telephone calls, ensuring prompt and professional responses to all inquiries
Monitor centre security, including at entrances and exits
Perform various administrative tasks as required, including communications, team planning, and accepting deliveries
Operate in accordance with regulations and Early Learning Victoria policies and procedures
Capabilities:
Administration - Performs day-to-day administrative tasks including enrolment processing and support, Child Care Subsidy management, payment processing, staff onboarding, rostering and payroll, record keeping, inventory, maintenance, orders, and deliveries. Confidence in using administrative software and systems.
Compliance and Child Safety - Operates according to the requirements of the Education and Care Services National Law and Regulations, National Quality Standards (NQS), Child Protection and Child Safe Standards, approved Frameworks, and Early Learning Victoria policies and procedures. Ensures adherence to relevant financial and compliance frameworks and policies to maintain high standards of financial integrity and operational compliance.
Communication - Key point of contact for families, providing information and answering queries by phone, email and in person. Assisting with communication tasks such as distributing information to staff, families and stakeholders.
Personal Attributes - Demonstrates the Victorian Public Sector Values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
Organisational Skills - Excellent time management and ability to prioritise tasks effectively. Uses problem solving skills to complete administrative tasks, maintain accurate records, and ensure the service operates efficiently. Strong problem-solving abilities to identify challenges and implement effective solutions.
Financial Management Skills - Demonstrates financial acumen and a strong commitment to following policies, procedures, and financial compliance. Assists in managing financial operations, ensures accurate and timely financial reporting, stringent compliance with all regulatory requirements, and follows best practices.

Who May Apply:
Experience required will include:
Previous experience working in an administration, with exposure to the early childhood sector preferred
Experience in financial reporting and following organisational policies and procedures.
Confidence in using administrative software and systems, including excellent knowledge of Microsoft Word, Excel, and Outlook.
Effective communication and relationship-building skills with staff, families and communities.
Advanced organisational skills, including time management, multitasking, and prioritising tasks effectively to meet deadlines and support centre operations.
Specific skills/qualifications required:
Qualification in business administration or related field highly regarded.
Cert III or Diploma in Early Childhood Education and Care or higher will be highly regarded
Valid `Employee' Working with Children Check
Willingness to consent to a National Police Check (to be arranged by Early Learning Victoria)
International Police Check required if resided outside of Australia for 12 months or more during the last 10 years
