HR Advisor - Key Duties (Local Council)

1. Strategic HR Support · Provide expert advice to managers and leaders on HR policies, procedures, legislation, and best practices. · Support workforce planning and organisational development initiatives. · Contribute to the development and implementation of HR strategies aligned with council goals.

2. Employee Relations & Case Management · Manage complex employee relations matters including disciplinary, grievance, and performance management processes. · Conduct investigations and support formal processes in line with industrial awards and enterprise agreements. · Interpret and apply relevant employment legislation (e.g. Fair Work Act, WHS legislation).

3. Policy Development & Compliance · Review, draft, and implement HR policies and procedures. · Ensure compliance with industrial instruments, council policies, and legal requirements. · Monitor changes in legislation and advise on impacts to the organisation.

4. Recruitment & Workforce Planning · Support position classification, job design, and workforce structure changes. · Advise on onboarding, probation reviews, and succession planning.

5. Learning & Development · Contribute to staff capability-building initiatives and mandatory training programs. · Identify training needs and assist with the delivery of development frameworks. · Support leadership and management development programs.

6. Change Management & Organisational Culture · Assist with change initiatives including restructures, system changes, and culture programs. · Support effective communication and engagement during periods of change. · Promote values, diversity, and inclusion in the workplace.

7. Reporting & Metrics · Produce HR reports and dashboards for workforce analytics. · Track HR KPIs, turnover, absenteeism, and ER case trends.

8. Project Work · Lead or support HR-related projects such as enterprise bargaining, system implementations, or workforce reviews. Collaborate with other departments on cross-functional initiatives.
