The Charleville and District Community Support Association Incorporated (trading as the Charleville Neighbourhood Centre) is a not-for-profit, community-managed organisation funded by various government bodies. It is overseen by a Management Committee elected annually by members. Membership is free and open to all, except staff members.
Each funded service implements decisions made by the Management Committee, as advised by the Centre Coordinator.

PRIMARY ROLE
The Program Delivery Worker operates across both the Home Assist Secure (HAS) and Supported Accommodation Assistance Program (SAAP), contributing to the delivery of essential community services that support vulnerable individuals and families. This is a newly created position, offering the successful applicant the opportunity to help shape the role and contribute to how it integrates within the organisation's broader service delivery model. The role is dynamic and client-facing, requiring adaptability, initiative, and a commitment to delivering person-centred support.
Under the HAS Program, the Program Delivery Worker will assist in the provision of tailored support to eligible clients by undertaking home security assessments and engaging with current and prospective clients. These activities will be carried out in collaboration with the Home Assist Secure Worker and relevant contractors to ensure service quality and safety standards are maintained.
Within the SAAP Program, the Program Delivery Worker will be responsible for the day-to-day oversight of five crisis accommodation homes tenanted by individuals and families experiencing acute homelessness. Key responsibilities will include facilitating referrals to appropriate services, assisting clients in securing long-term housing solutions, and ensuring tenancy agreements are upheld. The Program Delivery Worker will work closely with, and receive guidance from, the SAAP Program Worker to ensure consistent service delivery and client support.
In addition to direct service delivery, the Program Delivery Worker will also be responsible for maintaining accurate and timely records to support both program and organisational reporting requirements. This includes documenting client interactions, service provision activities, tenancy management, and maintenance records. Effective record keeping is essential to ensure clients receive the best possible support during their engagement with the service and to meet the organisation’s accountability and compliance obligations.
Please note: Day travel to areas such as Cunnamulla, Quilpie, and Tambo will be required on occasion to support regional service delivery. A work vehicle will be provided for all work-related travel.
SUMMARY OF DUTIES
Home Assist Secure (HAS)
· Conduct Home Safety Assessments: Perform home security and safety evaluations for eligible clients, identifying necessary maintenance or modifications to support safe, independent living.
· Client Engagement: Actively engage with existing and prospective clients to ensure awareness of services provided.
· Coordinate with Contractors: Liaise with approved contractors to schedule and complete works as identified in client assessments, ensuring standards for safety and quality are met.
Supported Accommodation Assistance Program (SAAP)
· Facilitate Crisis Accommodation Oversight: Oversee the day-to-day management of five crisis accommodation properties, ensuring they are safe, well-maintained, and supportive environments for residents.
· Develop and Implement Case Plans: In collaboration with the SAAP Program Worker, develop and implement individual case plans that respond to clients’ immediate needs and outline strategies for securing long-term housing.
· Facilitate Referrals: Connect clients to appropriate support services such as housing, health, mental health, financial counselling, or legal aid to address complex and interrelated needs.
· Support Tenancy Responsibilities: Assist clients to understand and meet tenancy obligations, supporting sustainable housing outcomes.
EDUCATIONAL QUALIFICATIONS
· It is desirable, but not essential, for the successful candidate to hold, or be working towards, a relevant tertiary qualification in Community Services, or a related field. We are highly flexible in our requirements and strongly encourage applications from people of all backgrounds. Candidates with relevant experience, transferable skills, and a commitment to supporting vulnerable individuals and families are warmly welcomed and will be genuinely considered.
SKILLS, COMPETENCIES AND ATTRIBUTES (selection criteria)
· Strong interpersonal and communication skills, with the ability to engage respectfully and effectively with individuals and families experiencing vulnerability or housing instability.
· Sound knowledge of local community services, referral networks, and regional support providers, or the ability to rapidly develop this understanding.
· Demonstrated ability to build and maintain positive, collaborative working relationships with colleagues, service users, and external stakeholders.
· Experience in maintaining accurate and timely client records, service documentation, and tenancy-related data, in line with program and compliance requirements.
· Proficient computer skills, including competence with Microsoft Office, case management systems, and digital record-keeping tools.
· Strong time management and organisational abilities, with the capacity to prioritise competing demands and work independently in both planned and responsive service contexts.
· Cultural capability and sensitivity, with the ability to work effectively alongside people from diverse backgrounds, including Aboriginal and Torres Strait Islander peoples and remote communities.
· Awareness of risk management and safety practices, including responsibilities related to client confidentiality, duty of care, and responding appropriately to disclosures or concerns.
· Adaptability and initiative, particularly in a newly established role that will require flexibility, problem-solving, and a proactive approach to service development.
· A commitment to trauma-informed, person-centred, and strengths-based practice in all aspects of service delivery.
Note: Induction and training will be provided as required, with ongoing support from the Centre Coordinator and relevant Management Committee Members.

SALARY AND AWARDS
· Staff are employed under the Social, Community, Home Care and Disability Service Industry Award 2010.
· Staff are eligible for Salary Packaging through the Community Business Bureau.
· All staff and their spouses are eligible for our award winning, 24/7 Employee Assistance Program, provided by Wisdom Wellbeing.
· All new staff are subject to a six (6) month probationary period.
· Staff must have a current employee Blue Card and police check at time of commencement and throughout their employment duration.
· This position is reliant upon service agreement funding received by the organisation. If this funding were to cease, the Charleville and District Community Support Association Incorporated may not be able to maintain this position.

· External Liaisons – Relevant external stakeholders and community agencies.
