Land Use Planning Specialist
- $148,113.00 per annum + 11.5% superannuation
- Full Time, fixed term opportunity until 30/4/2026
- Wurundjeri Woi Wurrung role / Melbourne CBD (hybrid model, work from home, 3 days a week in office)
Purpose
The Land Use Planning Specialist's primary role is to prepare timely and considered responses to land use planning applications on behalf of WorkSafe when requested by local planning authorities.
The Land Use Planning Specialist will also support technical administration functions of the Major Hazards and Dangerous Goods (DG) programs such as the development of risk-based criteria around MHF's to support WSVs response to LUP enquiries and Major Hazard Facilities (MHF) licence panel administration.
This role provides a centralised Land Use Planning (LUP) function for the Major Hazards and Dangerous Goods program.
Key accountabilities
Technical
- Develop and maintain enhanced technical, risk-based criteria that forms the basis of the WorkSafe advice for statutory and non-statutory LUP applications
- Complete technical LUP and Development Licence application assessments for provision of responses to planning authorities on behalf of WorkSafe
- Review and analyse Land Use Planning Applications to identify trends in applications so that system improvements can be made
- Develop and maintain internal and external LUP procedures and guidance material
Stakeholder Engagement
- Act as the key WorkSafe contact for external stakeholders, primarily planning authorities to establish and maintain stakeholder relationships around LUP matters
- Drive the development and delivery of targeted Land Use Planning communication to relevant stakeholders
- Work collaboratively with the Department of Planning team to ensure alignment with the department's planning legislation and policy framework
- Represent WorkSafe at relevant stakeholder and technical forums
- Provide expert advice to WorkSafe's Health and Safety Legal team in the development of VCAT responses relating to LUP referrals
Administrative
- Manage LUP application through the lifecycle from application to closeout including administration of technical communications and documentation including triage and coordination of LUP application responses
- Maintain the referral authority LUP registers for DG and MHF referrals and LUP zoning maps
Other Major Hazards & Dangerous Goods Outreach support, including:
- Perform the chair/administrator function in MHF licence panels, ensuring the panel operates effectively and recording the technical meeting minutes leading to the licensing decision

Skills and experience
- Demonstrated ability developing risk-based criteria for technical assessments
- Demonstrated ability and experience using risk management processes and tools
- Demonstrated ability to interpret technical data
- Demonstrated ability to understand and interpret legislation and standards
- Highly developed interpersonal, negotiation, presentation and communication skills
- Demonstrated ability to engage and liaise in a professional manner with a range of internal and external stakeholders
- Strong organisational skills including the ability to manage priorities, coordinate tasks, meet tight deadlines and take initiative.
- Extensive client/customer service experience
Qualifications
- Qualifications in a science or engineering discipline highly desired
