About the Role
The Specialist: Payroll Compliance plays a pivotal role in ensuring compliance and governance across Sydney Catholic Schools' (SCS) human resource and payroll system, which supports approximately 11,000 employees. This role focuses on reviewing, designing and embedding a robust payroll governance framework, proactively addressing risks, identifying opportunities for optimising payroll processes, and ensuring full adherence to legislative and policy requirements.
Key responsibilities include but are not limited to:
- Subject Matter Expertise: ensuring strategic and operational payroll governance and compliance across critical areas like system production, configuration, superannuation, taxation, and reconciliation
- Governance Controls: review and enhance payroll governance controls to ensure effectiveness, safeguard processes and ensure adherence.
- Upskilling Initiatives: facilitating professional learning for the payroll team on governance requirements and legislative updates
- Risk Mitigation: identifying, addressing, and resolving payroll risks to secure accurate and timely payroll outcomes.
- Compliance Program: assisting in enhancing the internal Compliance program for payroll activities
- Policy Updates: tracking and responding to payroll-related legislative and policy changes, supporting the Supervisor: Payroll in managing these updates
- Cross-Department Collaboration: partnering with People and Culture functions to align on compliance needs and audit management.
- Continuous Improvement: identifying opportunities to enhance payroll systems and processes
- Discrepancy Management: supporting the payroll team with investigations and resolutions of payroll discrepancies.

About You
The successful candidate will also possess the following:
- relevant tertiary qualification or certification in payroll, accounting or significant relevant professional experience and eligibility for membership of a recognised professional accounting organisation
- proven track record in large volume payroll, of at least 2,500 employees +
- minimum 3 years Payroll experience
- experience in complex Award / EA interpretation
- comprehensive knowledge and experience applying and adhering to payroll and employment legislation, regulations and industrial instruments
- experience in effectively implementing payroll governance controls
- demonstrated ability to accurately interpret and apply relevant industrial awards and agreements
- demonstrated experience in interpreting and following departmental procedures and government regulations affecting payrolls
- a strong working knowledge of HRIS, Microsoft Office, Excel and Google suite is paramount
- willingness to respect, support and uphold the mission, ethos and teachings of the Catholic Church and the values of Sydney Catholic Schools
- experience with the PeopleSoft system and working in Education is highly desirable.
