Biosecurity Operations Division (BOD) delivers nationally integrated biosecurity and imported food regulatory activities to ensure goods, conveyances and travellers meet Australia's import requirements. Division operations include policy and regulatory control setting across imported food and biosecurity risk pathways, as well as the delivery of assessment, inspection, post entry quarantine, community engagement and contact centre services. The division also partners with industry to improve the delivery of those regulatory functions. The division spans a range of regulatory activities that plays a critical role in reducing risk and shaping our nation to become one of the few countries in the world to remain free from the world’s most severe pests and diseases.

The BOD Rapid Improvement Team reports directly to the division's Executive Team to identify opportunities across Biosecurity Operations, that enable efficiencies and capacity relief through innovation and improvement.

The Job:

The Rapid Improvement Team are looking for an APS6 Design and Change Officer to work rapidly to assess, develop and document opportunities to better utilise resources across all biosecurity pathways.

This position will be responsible for:

  • Undertaking objective, systematic business analysis to draw accurate conclusions based on evidence from various sources.
  • Working collaboratively with the Assistant Director to support and enable project delivery.
  • Contributing to design and documentation of changes, improvements and enhancements that can provide immediate and medium-term improvements
  • Building and maintaining positive relationships with internal stakeholders including anticipating needs and concerns and effectively communicating changes.
  • Developing and delivering project artefacts including project plans, reports, briefs, and corporate documents.
  • Bringing a flexible and responsive approach to project delivery including effectively communicating project risks and benefits.
  • Engaging and collaborating with internal and external stakeholders to identify opportunities, achieve outcomes and facilitate cooperation.
  • Promoting the APS Values, the APS Employment Principles and compliance with the Code of Conduct
  • Fostering a culture of safety, diversity, inclusiveness, positive attendance and high performance.

Knowledge and experience

The successful applicant will have:

  • High-level writing, authoring and editing skills and experience in developing project documentation and artefacts.
  • Developed communication skills, including the ability to manage differing ideas and tailor communication style to achieve positive outcomes.
  • Completion of business analysis, admin design, process improvement and change management.
  • History of reviewing processes and implementing change to achieve return-capacity into the business area/s.

Knowledge of operating within the Biosecurity Operations Division will be highly regarded.
