Beaumont&Beaumont is pleased to present an opportunity for an APS5 equivalent Procurement Officer at a major Commonwealth Government entity.
This is a full-time role based in Canberra in the Tenders and Governance Section within the Digital Sourcing Branch. The client is looking for an immediate start. The role is offered for an initial three months, with the possibility of two further extensions for a period of three months each at the client’s discretion.
You will evaluate tender applications and provide support, guidance, and strategic input to help shape continuous improvements throughout panel and Marketplace establishment and refresh cycles. Demonstrating sound judgement in the interpretation of the Commonwealth’s procurement rules and policies governing a tender application and evaluation process, the role will support activities being undertaken by the entity in providing businesses the opportunity to apply for inclusion on our panels and marketplaces, allowing them to participate in Australian Government procurements.
The key duties
Collaborate with internal and external stakeholders on the development of tender documentation, in compliance with all legislative and audit requirements, for the establishment and/or refresh of a marketplace or panel.
Managing end-to-end panel refreshes and/or Request for Tender activities in line with procurement and contract requirements.
Undertake administrative and evaluation functions for the tender process, including:
Probity management
Critiquing technical specifications and responses to procurement policies
Validation of statutory insurance and compliance documentation
Examine tender documentation and Head Agreements to understand the requirements for each DTA Marketplace
Perform checks on tenders to verify their information including financial compliance and insurance documentation, and
Providing recommendations to the chair on applicant suitability
Monitor, track, and provide regular updates on the status of the marketplace or panel refresh, escalating risks and providing advice on corrective actions
Organise the signing and delivery of Enrolment letters and Head Agreements to successful applicants.
Facilitate debriefs to unsuccessful applicants.
Capabilities required:
Experience or the ability to demonstrate a sound understanding of the Commonwealth Procurement Framework including the Public Governance, Performance and Accountability (PGPA) Act and Commonwealth Procurement Rules (CPR's)
Effective problem solving and decision-making skills
Demonstrated ability to set priorities, meet deadlines, work effectively under pressure, and work effectively within a team environment
Working knowledge and experience with SharePoint, MS Word, MS Excel.
Preferred:
Experience working on Government tenders or panel refreshes
The client requires that all candidates be Australian citizens and hold a valid Baseline security clearance.
