We are seeking an experienced and strategically minded Commissioned Services Manager to join our leadership team and drive commissioning excellence across the StandBy Support After Suicide program. This leadership role offers an opportunity to shape and enhance service delivery through best practice commissioning, procurement, and contract management.
You will provide high-level advice to the General Manager and Program Leads, support continuous improvement across procurement and contract management practices.
Key Responsibilities
1. Commissioning and Procurement
Lead the development and implementation of a robust, evidence-based Commissioning Framework.
Oversee procurement processes to ensure equity, transparency, and probity.
Build organisational capacity in commissioning practices through training and support.
Collaborate with program and project leads to embed commissioning principles and streamline processes.
2. Contract and Project Management
Oversee the lifecycle of contracts—establishment, compliance, governance, and performance review.
Implement risk management strategies within commissioning and procurement activities.
Drive the delivery of value-for-money outcomes through performance-based supplier engagement.
Ensure effective resolution of contract disputes and escalation procedures.
3. Leadership and People Management
Develop and support direct reports through coaching, performance feedback, and professional development.
Promote a high-performing culture grounded in Youturn’s values.
Foster innovation and support change initiatives to improve systems and service delivery.
4. Stakeholder Engagement and Communication
Build and sustain strong relationships with subcontractors, funding bodies, community partners, and government agencies.
Lead co-design and planning initiatives to ensure services respond to local needs.
Promote open, clear communication across internal teams and with external stakeholders.
5. Strategic Thinking and Innovation
Inform strategic priorities and national roadmaps through data, research, and stakeholder input.
Identify opportunities for business improvement and enhanced service delivery models.
6. Monitoring and Evaluation
Lead implementation of evaluation processes across commissioned services.
Ensure alignment between contract monitoring and broader program performance.
Use data insights to inform commissioning decisions and continuous improvement.
What Makes You a Great Fit
Demonstrated experience in commissioning, procurement, and contract management in complex service environments.
Proven ability to lead multidisciplinary teams and influence strategic direction.
Strong understanding of governance, risk, and probity in commissioning processes.
Experience designing and implementing resource allocation models and performance frameworks.
Outstanding interpersonal, communication, negotiation, and conflict resolution skills.
A collaborative mindset with the ability to balance strategic insight and operational excellence.
Qualifications & Experience
Tertiary qualifications in health, social services, business, or a related discipline.
Minimum five (5) years’ experience in a senior leadership role within the health, community, or social services sector.

StandBy – Support After Suicide was established in 2002 to meet the need for a coordinated community response to suicide.
StandBy is Australia’s leading suicide postvention program dedicated to assisting people and communities bereaved or impacted by suicide. StandBy provides free face-to face or telephone support by local caring staff, committed to the wellbeing of the person or group impacted. The program provides a central point of coordination, connecting people to the various supports they may need through referrals to services, groups and organisations within their local area.
