Kingston Human Capital is proud to partner with the Department of Justice (DoJ) to appoint a Senior Program Director to lead the delivery of the Digital Enablement Program. This SES-level executive appointment will oversee a broad program of work focused on organisational development, digital transformation and change management across Information Technology Services (ITS).
About the Department of Justice The Department of Justice delivers integrated criminal, civil and community justice services to support a fair, safe and inclusive society for Queenslanders.
Its work spans courts, justice services, youth justice, consumer protections and community safety. The department is committed to reducing over-representation of First Nations peoples in the justice system, addressing domestic and family violence and strengthening outcomes for vulnerable Queenslanders.
To support its strategic direction, the department is implementing a long-term digital transformation agenda. The Digital Enablement Program is a key component, involving ICT realignment, platform renewal and organisation-wide change.
About the Role | Senior Program Director Reporting to the Chief Information Officer, the Senior Program Director will lead and manage the successful delivery of the Digital Enablement Program.
This role oversees a significant transformation agenda including system replacement, ICT realignment and organisational redesign. It also plays a critical role in the department’s broader corporate services review.
The Senior Program Director is responsible for identifying opportunities for digital innovation, guiding service design and business improvement, and leading structured change to support a new digital operating model.
Remuneration: This SES role offers a total remuneration package of $169,235 to $176,541 per annum, plus leave loading and 12.75% employer superannuation contribution.
Key Responsibilities:
- Lead and deliver the Digital Enablement Program in alignment with government strategy and departmental goals
- Provide advice on IT solutions and service delivery models to support effective transformation
- Oversee governance, financial control, business continuity and performance of the program
- Manage procurement processes and provide independent, informed advice through program delivery
- Build strong relationships with stakeholders including judiciary, ICT partners and internal teams
- Lead and support a team of staff and contractors with a focus on capability uplift and knowledge transfer .
About You The Senior Program Director will lead and manage the delivery of the Digital Enablement Program across scope, design and implementation. This includes identifying opportunities for digital innovation, supporting business improvement and guiding the change effort required to embed new systems and operating models across ITS and the broader organisation.
To be successful in the role, you must bring:
- Significant experience leading major digital or ICT programs in government or large service delivery settings
- Strong capability in program governance, risk, financial management and procurement
- Experience building high-performing teams and embedding sustainable knowledge and capability
- Demonstrated ability to work across diverse stakeholder groups including judiciary, ICT and executive leadership
- Expertise in digital service design, change management and strategic alignment
- Program and project management qualifications such as PRINCE2, MSP, Agile or equivalent
- Experience as a Gateway Review Team Member (RTM) or Review Team Leader (RTL) is desirable.
