The Senior Policy Officer in the Regulatory Compliance team will have a strong understanding of relevant State and Federal legislative, policy and governance frameworks that would apply to Offshore Wind Energy Victoria (OWEV) and offshore wind activities spanning Victorian and Commonwealth jurisdictions. The Senior Policy Officer will provide advice and analysis about how key regulatory frameworks spanning land, planning and environmental laws and regulations, energy transmission networks and energy market laws and regulation, commercial and contracting considerations, public and administrative frameworks and processes impact the development of offshore wind projects.

The Senior Policy Officer(s) will have or quickly acquire a well-developed understanding of relevant legislation and policy frameworks, and the ability to apply legal and policy analysis to specific regulatory compliance issues. The role involves staying across policy and regulatory developments in relation to offshore wind and environmental reforms in the state and national sphere, interpreting information from a range of sources, and providing analysis, and reporting on findings.

The position works in close collaboration with other branches within OWEV, internal and external stakeholders across state and federal government departments, energy related agencies and senior external industry, research and community stakeholders. This role requires excellent written and verbal communication skills.

Specialist/Technical Expertise/Qualifications

  • A relevant tertiary qualification in law is highly desirable. Additional qualifications in regulatory policy, economics or commerce, public administration, energy, environment, land, planning, first nations are desirable.
  • Extensive experience in a regulatory advisory capacity with experience and knowledge of regulatory frameworks related to either planning, or land, or environment, commercial transactions, or energy transmission networks and energy markets is highly desirable.
  • Strong understanding of regulatory compliance, legal instruments, and government and parliamentary decision-making processes is highly desirable.

There are x 2 fixed term positions available until 30 June 2027. The work location for these positions is flexible within Victoria with hybrid work arrangements available.
