The Role
The Procurement Delivery section in the Contractor Workforce & Portfolio Branch is responsible for delivering robust enterprise labour hire procurement outcomes for ASD. In line with the APS Strategic Commissioning Framework, ASD is committed to driving efficiency, consistency and strong governance in the management of our contracted workforce.
ASD6 – Procurement Officer
This role will lead the delivery of an allocated group of labour hire procurement activities to efficiently and effectively fill contractor vacancies across ASD.
Key Duties of this Role:
- Provide advice and support for procurement planning, tendering and contract formation and contract management activities while ensuring compliance with Commonwealth Procurement Rules, instructions, legislation, procurement policies, processes and procedures.
- Draft and review contracting correspondence including commercially sensitive reports, submissions, proposals and other documents as required.
- Understand and provide advice on commercial risk, legal principles and contractual performance requirements.
- Work collaboratively with the team, stakeholders and subject matter experts to establish and finalise contracts and resolve contracting issues that may arise.
- Build, sustain and encourage productive relationships with team members and actively participate in team work and group activities.
ASD EL1 – Procurement Specialist
This role will lead a small team of procurement specialists delivering labour hire procurement services to efficiently and effectively fill contractor vacancies across ASD.
Key Duties of this Role:
- Manage allocated resources, setting work area priorities, managing workflows and evaluating business outcomes.
- Complete allocated work tasks within agreed timeframes and quality requirements, share own expertise with others and guide and develop less experienced employees.
- Lead and undertake procurement planning, tendering and contract formation and associated procurement activities while ensuring compliance with legislation, procurement policies, processes and procedures.
- Implement procurement related documentation including templates, schedules, correspondence, reports, submissions, plans and strategies, risk and performance reviews and other contract documentation.
- Translate and apply legal principles, legislative and mandatory policy compliance obligations and critical commercial risk and performance requirements related to procurement and contract management.
- Engage, negotiate and persuade clients and stakeholders and respond to complex to very complex enquiries and contract management issues, taking the initiative to identify alternative courses of action to ensure resolution.

Our Ideal Candidate
ASD6 – Procurement Officer
Under broad direction, our ideal candidate will perform a range of contracting and procurement activities, demonstrating their experience, knowledge of and compliance with legislative frameworks, government decision-making and the Australian Signals Directorate’s mission and policy requirements.
You will work independently with a high degree of autonomy and accountability for the achievement of agreed outcomes. You will exercise both initiative and judgement in the interpretation of policy and in the application of practices and procedures.
You will have well-developed written and verbal communication skills, including negotiation skills. You will have a sound knowledge of the Commonwealth Procurement Rules and supporting instructions.
ASD EL1 – Procurement Specialist
Our ideal candidate is a strong people leader with at least five years’ experience delivering labour hire procurement services in a Commonwealth Agency. You will ideally have formal qualifications to support your experience. You will have well-developed leadership skills, written and verbal communication skills, including negotiation skills. You will have a knowledge of the Commonwealth Procurement Rules and supporting instructions.
ASD is seeking applicants to fill current and anticipated vacancies and to create a merit pool for future vacancies. In line with the Australian Public Service Commissioner’s Direction 2022, upon completion of the recruitment activity, the merit pool will be available to locations across Australia.
