Currently, there are around 4.3 million Australians with a disability. The National Disability Insurance Agency (NDIA) implements the National Disability Insurance Scheme (NDIS), which is one of the biggest social reforms in the country since Medicare. As an Agency, we support more than 600,000 participants with a significant and permanent disability, and the families and carers of those living with disability. For many Australians, this will be the first time they receive the disability support they need. The NDIA is designed to enhance the quality of life and increase economic and social participation for people with disability and will mean a peace of mind for every Australian.

New roles await

The Chief Commercial and Corporate Officer Division is responsible for the delivery of fleet vehicles, information management, mail, procurement, property and shared services. We also coordinate a range of Agency planning and reporting processes, as well as support a continuous improvement programme for the Enabling Services Group.

We are seeking candidates who are passionate about delivering quality business enabling services to fill multiple APS5 roles across the division in the following branches.

The Corporate, Information and Property Services Branch is responsible for the delivery of centralised corporate services across the Agency, including delivering and managing the Agency’s physical property portfolio, corporate services and shared services arrangements with Services Australia.

The Procurement Branch is responsible for partnering with business areas to procure goods and services for the Agency. We focus on applying the Commonwealth Procurement Rules (CPR), and NDIA policy to ensure value for money outcomes.

The Enabling Services Transformation and Improvement (ESTI) Branch is responsible for enhancing the delivery of enabling services within the NDIA. The Branch aims to improve systems and processes to provide a better experience for staff throughout the NDIA.

Where you can add value

APS5 Corporate Operations

The Corporate Services Team supports staff by maintaining travel, fleet vehicles, mail and courier operation. They coordinate uniform distribution, oversee records management policies, systems, and compliance, and manage corporate contracts and shared services arrangements.

Responsibilities of the role may include:

  • Engaging with Services Australia on NDIA fleet issues including leasing arrangements.
  • Contributing to team planning, task assignment and monitoring activities to support delivery and completion of work; including monitoring section workload and managing stakeholder inquiries.
  • Supporting the development, implementation and maintenance of policies and procedures to support the activities of the team, including resolving and/or escalating issues as they arise.
  • Supporting the contribution of the design and implementation of broader improvement initiatives to increase efficiency and compliance, including technology, functional changes and general process improvements

APS5 Property

The Property Team oversees the delivery and maintenance of the NDIA property portfolio. They are responsible for managing leasing for standalone sites and co-located arrangements with other federal departments, managing site fit outs, and other capital works and coordinating property maintenance and repair work, site establishment, decommissioning and relocations.

Responsibilities of the role may include:

  • Engaging and monitoring third party providers for property, shared services or other corporate operations matters and responding to property and corporate services related enquiries and issues from staff members.
  • Monitoring levels of stationery and consumables within a portfolio of NDIA locations and ensuring sufficient stocks are ordered and delivered to sites.
  • Supporting NDIA staff of fleet, mail and other corporate operations matters including developing and maintaining carpark ballots and fleet vehicles.
  • Supporting the development, implementation and maintenance of policies and procedures that support the activities of the team, including resolving or escalating emerging issues.

APS5 Procurement

The Procurement Team maintain the NDIA Procurement Framework. They are responsible for partnering with business areas to source goods and services with transparency in accordance with the NDIA Procurement Policy, regulations and legislation; and supporting the business areas to undertake grant rounds in accordance with related policies.

Responsibilities of the role may include:

  • Providing procurement advice to NDIA business areas, and other internal and external stakeholders.
  • Establishing appropriate procurement methodologies, preparing a range of procurement documentation, reporting, evaluating tenders and negotiating contracts.
  • Providing high-level administrative and procurement support and managing confidential and sensitive information.
  • Delivering support and advice in relation to compliance with the Commonwealth Procurement Rules (CPRs) and Guidelines, NDIA Procurement Policy and procedures, and ensuring value for money based outcomes.
  • Monitoring and progressing work area activities and achieving work area objectives.

APS5 Business Improvement

The Enabling Services Team support the internal functions that assist staff in performing their duties and the operations of the NDIA. This includes continuous improvement and business mapping, aligning NDIA business plans with strategic priorities, overseeing governance controls and compliance, and supporting business areas in redesigning their business processes and structures.

Responsibilities of the role may include:

  • Assisting with project quality management, ensuring that project deliverables are fit for purpose and meet client needs, and, monitoring project budgets, reviewing and reporting on expenditure, and assisting with procurement and contract management.
  • Contributing towards the development and management of project plans and schedules, including monitoring and reviewing program and project activities against plans.
  • Performing research work and analysis including contributing to the preparation of reports on relevant project activities, status updates, and exception reports.
  • Drafting a range of written material including business cases, plans, executive briefs, and corporate documentation for review.
  • Assisting with the identification and management of project risks, issues, and benefits and engaging in continuous improvement tasks including analysing project processes, identifying areas for enhancement, and implementing best practices to optimize project efficiency and effectiveness.

The have strong stakeholder engagement skills with the ability to successfully liaise across a variety of mediums to ensure quality business outcomes.

While this role is ideally performed from Deakin - ACT, Geelong - VIC or Brisbane - QLD, remote working arrangements may be considered.

We intend to fill this role in an ongoing capacity, however non-ongoing roles up to 12 months with the possibility of extension up to 2 years may be offered.

Successful candidates will be required to undergo a pre-employment National Police History check, Worker Screening check and/or Working with Children Check (where required) and provide evidence of Australian Citizenship.
