About the Great Ocean Road Coast and Parks Authority:
The Great Ocean Road Coast and Parks Authority (the Authority) was established on 1 December 2020 to deliver better protection and management of the iconic coast and parks of Victoria’s Great Ocean Road.
In partnership with Traditional Owners, our role is to manage, protect, rehabilitate and foster resilience of the natural, cultural and heritage values of coastal Crown land and marine waters along the Great Ocean Road.
As a public land manager for the Great Ocean Road coast and parks, we manage a wide variety of public land from National Parks to coastal beaches to town foreshores. We also lead visitation policy and planning for the scenic landscapes along the Great Ocean Road to manage visitation and provide a great visitor experience.
All revenue raised through our commercial endeavours is reinvested into the coast to ensure the Great Ocean Road region can be enjoyed now and for generations to come.
About the Climate Action and Resilience Team:
The Climate Action and Resilience Team works across our organisation, community and planning authorities to ensure best practice is followed for the future sustainability of the Great Ocean Road region. The team, within the Infrastructure & Planning Directorate, provides leadership, advice and support across the organisation with a focus on: sustainability, coastal planning and coastal infrastructure outcomes.
The team ensures that in all works the Authority undertakes, we comply with obligations under land use planning, environmental, heritage, coastal management and other relevant legislation, policy and regulations.
Purpose of the position:
The Environment and Planning Approvals Coordinator is responsible for obtaining and managing all legislative approvals to support the successful execution of Authority led projects. The role will build on the existing approval process to maximise efficiency and transparency, provide specialist technical advice to ensure best practice coastal and marine management and undertake internal/external advocacy to encourage improved understanding of the statutory environment the Authority operates in.
The position initiates and develops key relationships with internal staff, government agencies, private consultants/contractors, and key stakeholders to facilitate project delivery.
Primary responsibilities:
• Provide internal and external technical planning advice to ensure the organisation aligns with best practice coast and parks management.
• Coordinate planning due diligence reviews and develop statutory applications across a suite of legislative obligations to support the design and delivery of Authority led strategic and operational projects.
• Manage the organisations statutory register and develop a compliance review process to ensure the Authority maintains compliance to issued approvals.
• Coordinate the provision of technical advice to third parties on proposals and applications for use and development of land managed by the Authority.
• Provide technical advice on legislative and non-statutory framework obligations associated with transitioning land parcels (e.g., National Parks Act) and the Authority’s expanding functions/powers.
• Liaise with partner agencies, stakeholders and rights holders on specialist planning matters to ensure the Authority contributes to and/or leads initiatives (e.g., legislative/policy/strategy reforms).
• Coordinate and/or contribute to projects and programs in the Climate Action and Resilience portfolio e.g., the Authority’s Marine and Coastal Management advocacy and education campaign.

Qualifications and experience:
• Relevant tertiary qualification in Planning, Environment or a related discipline.
• Significant experience navigating marine and coastal planning legislation, across environmental, cultural heritage, native title, and planning frameworks.
• Experience in obtaining or assessing statutory approvals such as Planning Permits or Marine and Coastal Act Consents is highly desirable.
• Experience in developing, managing and monitoring work programs.
• Demonstrated project management experience relevant to the role and an ability to manage competing priorities in a fast-paced environment.
• Demonstrated experience in building and maintaining positive and productive working relationships with team members, key stakeholders, rights holders and the community.
Knowledge and skills:
• Demonstrated constructive, collaborative and values-based leadership skills.
• Demonstrated ability to work both independently and as a member/leader of a team.
• Logical, flexible approach to overcoming challenges and responding to changing priorities.
• Excellent communication and interpersonal skills including the ability to manage and participate in community engagement processes.
