Your opportunity
This position reports to the Director of Community and Youth Services, and responsible for the team of placement support officers. This position is a Full Time, Fixed term opportunity to the 30th of June 2027.
Your Contribution
The Manager for Foster and Kinship Service, has overall responsibility for the day-to-day operation of the Foster and Kinship Service, including the provision of leadership in relation to all aspects of program management and service delivery, supporting optimal care, together with equitable access for all clients.
This position is required to build and strengthen service partnerships both internally and externally, while supporting continuity of care through a model that responds to the physical, social, emotional, cultural and spiritual needs of clients and with a view to meeting and/or exceeding those individual needs.
TAIHS program Managers operate with the highest level of integrity, accountability and professionalism in accordance with TAIHS values and Code of Conduct. In addition, they work towards ensuring the efficiency and effectiveness of program and service delivery and support continuous improvement through encouraging innovation and best practice.
Duties & Responsibilities
- Monitor expenditure against Program budgets to ensure expenditure of all funds each financial year
- Complete all quality management tasks by the required date in line with quality management procedures
- Achieve relevant targets and complete all reports and compliance requirements by due dates in accordance with service agreements
- Monitor progress towards relevant targets and / or support and assist with completion of all reporting by due dates in accordance with service agreements
- Responsibility for the development of plans and targets relevant to the area of responsibility
- Use a wide range of service data to monitor, evaluate and continually improve service delivery in accordance with evidence based best practice
- Oversee quality assurance to maintain ISO/ HSQF or other relevant accreditation
- Implement and manage a client feedback strategy and able to demonstrate how it informed the program
- Contribute to the mitigation of risk and the development of a safe workplace
- Overall responsibility for staff management, including management of all performance issues (except for terminations, which must include HR and delegate)
- Attend allocation meetings when required; Participate operationally to ensure Foster and Kinship Carers intakes and requirements are being met
- Responsibility for supervision and staff management, including PPRs for staff reporting to this position
- Overall responsibility for ensuring appropriate induction and training for team and participation of internal workshops
- Overall responsibility for recruitment within their teams, including ensuring that all positions are filled, and all recruitment documentation is completed to a satisfactory standard
- Develop and document partnerships with relevant organisations and agencies

Required Qualifications and Experience
- Diploma in Community Services / Child, Youth and Family Intervention or equivalent
- Previous experience within the community sector in a leadership capacity
- Previous experience supervising and supporting a team to foster success
- Experience leading operational case work teams
- Proven experience operating within a case management model
- Demonstrated ability to participate effectively as a member of a multi-disciplinary team
- Demonstrated possession of well-developed communication skills with the ability to liaise, consult and negotiate with clients, internal and external stakeholders
- Proven ability managing service budget and reporting commitments
Required Licenses and Checks
- Ability to pass a National Police Check – no Serious/Criminal/Court Records
- Current Blue Card (Queensland's Working with Children Check)
- Current C Class Drivers Licence (Qld)
- Ability to obtain LCS2 Application for Child Safety and Personal History Screening
- Hope and healing or willingness to obtain
