HOBAN Recruitment is seeking a highly skilled EL1 level Program Manager to join a federal government agency located in DEAKIN Canberra, ACT.

This is a unique opportunity to lead critical fraud intelligence and investigation programs within a high-profile multi-agency taskforce environment. The role focuses on safeguarding the financial sustainability of a key national scheme by driving innovative fraud detection and response initiatives.

About the Role
As the EL1 level Program Manager, you will play a pivotal leadership role within the Fraud Investigations Branch, managing highly complex programs that detect and respond to internal and external fraud. You will work across internal teams and with external partners to support the Commonwealth's fraud control capabilities.
In this role, you will:

  • Provide leadership and governance oversight across fraud intelligence and investigation programs.
  • Manage day-to-day delivery, including resource allocation, performance management, and risk management.
  • Develop and maintain project management plans, aligning with broader agency goals.
  • Integrate intelligence, investigations, and operational responses into coordinated programs.
  • Deliver high-quality internal and external reporting and expert advice to senior stakeholders.
  • Represent the agency in high-level multi-agency forums, negotiating outcomes and driving collaborative initiatives.
  • Lead innovative bulk data pilots, analysis initiatives, and intelligence-led investigations.
  • Manage competing project demands and re-prioritise activities as required.

About You:
We are seeking a highly capable leader with extensive experience in fraud investigations, intelligence, and multi-agency taskforce operations. You will have a proven ability to manage complex programs across government agencies, with a strong strategic mindset and excellent stakeholder management skills.
To be successful, you will demonstrate:

  • Demonstrated skills and experience in fraud, intelligence and multi-agency taskforce initiatives - critical for this role.
  • Experience as a Project or Program Manager for multi-agency initiatives and/or cross-Government Taskforces.
  • High degree of knowledge and expertise in Commonwealth fraud, including NDIS related fraud.
  • Demonstrated expertise in managing Intelligence Operations and/or investigations.
  • Experience in Field investigation and/or Operational activity (Major Incident Rooms, Operations Centres, physical support on warrants).
  • Demonstrated expertise in designing and delivering innovative bulk data pilots and initiatives.
  • Experience in bulk data analysis.
  • Demonstrated expertise in intelligence analysis and intelligence reporting.
  • Prior experience as primary lead on stakeholder management for multi-agency activities.
  • High degree of expertise in Strategic Planning and Risk.
  • Experience managing multi-disciplinary teams.
  • Strong leadership, judgement, and decision-making skills.
  • Exceptional written and verbal communication skills.
  • Current NV1 (or higher) security clearance is essential.
