  • Annual salary increase every year based on CPI.

The role

Reporting to the CEO the Land Manger will lead and manage the WKSN AC Land Unit.

Support the strategic management and use of land assets to create opportunities to enable WKSN people to take care of their country.

Provide oversight to the selection of Cultural Land across the region and its inclusion into the Noongar Boodja Trust.

Establish resources and processes to manage the statutory requirements of all land the corporation takes and interest in

Lead, manage and deliver responsive and fit for purpose projects, including strategic projects aligned to the Corporation’s objectives.

Build and maintain key stakeholder relationships regarding land related matters to support the CEO and the WKSN AC Board regarding land and matters.

The Lands Manager will oversee the implementation of the Lands Management System (LMS) and will manage the corporation’s compliance with its ILUAs, ensuring it satisfies all land related obligations and any service delivery expectations

The position is based in Albany.

Full time (37.5 hours per week).

About us

The Wagyl Kaip & Southern Noongar region includes the Menang, Goreng, Keneang, Wilman and Wudjari language groups from the Great Southern area of Western Australia. It covers an area of approximately 52,246 sq kms, and includes the towns of Boyup Brook, Gnowangerup, Bridgetown, Walpole, Denmark, Mt Barker, Cranbrook, Tambellup, Katanning, Nyabing, Jerramungup, Ravensthorpe, Hopetoun, Bremer Bay and Albany.

Wagyl Kaip Southern Noongar Aboriginal Corporation (WKSN AC) was formed as a result of the South West Native Title Settlement (Settlement). WKSN has been established to assist Wagyl Kaip & Southern Noongar people to maintain, protect, promote and support their culture and manage the land and waters within their country. WKSN AC is party to one of six Indigenous Land Use Agreements (ILUA) that comprise the Settlement.

After the Settlement, the Noongar Boodja Trust (NBT) was established to hold the Noongar Land Estate (NLE). The purpose of the Trust is to provide significant opportunities for the Noongar community to help it achieve sustainable economic, social, and cultural outcomes.

Key responsibilities:

Working closely with the CEO to provide strategic advice and support, the Lands Manager will lead the establishment of the Noongar Land Estate within the Wagyl Kaip Southern Noongar (WKSN) Agreement Area including.

  1. Provide advice and guidance to WKSN Board and CAC Committee in relation to all WKSN land selection.
  2. Facilitate the leasing of WKSN Cultural Land from the Noongar Boodja Trust (NBT)
  3. Develop reserve management plans for WKSN Cultural Land as required by DPLH.
  4. Provide advice on and facilitate the leasing and licensing of WKSN Cultural Land by the NBT to third parties.
  5. Facilitate the development and implementation of WKSN region Strategic Land Plans including sourcing Federal and State Government funding.
  6. Facilitate the establishment of WKSN Land Management Teams including identifying funding sources.
  7. Facilitate additional land management resourcing for WKSN e.g. Aboriginal Ranger Programs and other employment initiatives.
  8. Facilitate and establish strong partnerships and relationships with external land management stakeholders to develop economic initiatives and private enterprise opportunities for Noongar people.
  9. Support the WKSN with any special NLE land offers and initiatives.
  10. Support the WKSN AC and NBT with the transfer and ongoing use of Aboriginal Lands Trust lands.
  11. Oversee the implementation of the Land Management System (LMS)
  12. Oversee the implementation of all WKSN ILUA land components to ensure compliance.
  13. other duties as required.
Selection Criteria:

Essentials

  1. High level of IT skills in Outlook, Word, and PowerPoint.
  2. Previous experience in a similar role.
  3. Demonstrated experience in developing asset management plans, designing and implementing strategic business plans and budgets.
  4. Significant demonstrated experience leading and managing large, multiple, complicated projects in a land administration environment.
  5. Demonstrated experience in making decisions in complex and challenging circumstances, with the ability to negotiate outcomes and deliver on priorities.
  6. Demonstrated experience in communicating and influencing others, building, and maintaining productive working relationships with internal and external stakeholders including Aboriginal people, industry, and other Government agencies.
  7. Excellent oral and written communication skills, especially in a cross-cultural context.
  8. Strong commitment to the development and advancement of the Noongar Community; and
  9. Current drivers’ licence.

Desirable

  1. Experience working with or for Local and State Government agencies.
  2. Previous experience working with Aboriginal people and boards.
  3. Relevant tertiary or vocational qualifications.
  4. Prior supervisory/management experience.
  5. Project Management qualification.
