The Role

The Catholic Capital Grants team sits within the Finance and Operations portfolio which leads VCEA's strategic planning, allocation, acquittal and evaluation of funding distributed by VCEA. The portfolio also bears responsibility for funding negotiations with state and federal governments through strong, well-established internal and external partnerships.

As the approved Block Grant Authority for Catholic Education in Victoria, this team is responsible for assessment and allocation of Capital Funding to the Catholic Sector in Victoria.

The core responsibility of this role will be evaluating project applications, monitoring the implementation of funded projects, and overseeing the program's complete lifecycle to ensure alignment with funding requirements and strategic goals.

What you’ll bring

The Senior Project Officer, School Capital Programs holds an important role in the business key responsibilities include:

• Assessment and monitoring of School Capital Projects
• Capital Program Management
• Business Partnering.

You will have demonstrated understanding of tender processes and application in capital projects, particularly in the context of school and education infrastructure.

In depth understanding and knowledge of grant funded programs. Your compliance and regulatory expertise may have been gained in other sectors.

Stellar interpersonal, negotiation and communication skills will position you for success. You will bring a demonstrated ability to establish and maintain professional relationships with diverse stakeholders; using an empathy led approach to deliver and provide support external agencies and sector bodies and prepare formal reports to a high standard.

You will have a sharp eye for detail, strong analytical skills, and the ability to think critically and assess risks. With a proactive mindset, you’ll thrive both independently and collaboratively, meeting deadlines, managing competing priorities, and contributing to the success of the team.

Advanced IT skills, including but not limited to databases and MS Office products.

Qualifications, experience and requirements

Relevant post secondary qualification in a field relevant to capital projects and/or civil construction.

A minimum of three years' experience in a Project Management or Delivery Leader role, preferably in the education or construction sector.

Previous experience and familiarity working with building masterplans and developments across other industries would be in held in high regard.

Must hold and maintain a valid Victorian driver's license, have access to a reliable car and be willing to travel to schools in metropolitan and regional Victoria.
