This position works collaboratively with other areas of the department, local councils, community groups and industry bodies on policies, strategies and legislation that seek to achieve the environmental and economic benefits of reduced waste generation, increased recycling and a circular economy.
Senior Policy and Legislation Officers in the Office of Circular Economy are responsible for developing strategies, policy and legislation to support the Queensland Government's waste strategy and will be involved in different aspects of policy project development including:
• problem identification and analysis
• option analysis (specifically whether legislative amendments are required to solve the problem)
• solution design (specifically how potential solutions could fit into the existing legislative framework)
• implementation planning and overview (specifically translating policy into legislation).
Policy and Legislation Officers will contribute to range of deliverable products e.g. discussion papers, cabinet submissions, legislation, communication materials and training. Stakeholder consultation is a key function of policy and legislation work. Senior Policy and Legislation Officers manage the day-to-day planning, operation and problem solving for legislative projects to ensure that timeframes and objectives are met. They are required to provide leadership, advice, direction and approval for legislative projects.
As the Senior Policy and Legislation Officer you will:
• Conduct research and analysis of environmental policy and legislation problems to identify achievable solutions.
• Plan workload and tasks to develop multidisciplinary legislative projects, including meeting deadlines and coordinating processes relevant to legislation projects.
• Prepare solutions in agreed format considering government policy agenda, departmental priorities and budgetary constraints.
• Draft legislative documents such as drafting instructions, explanatory notes and other parliamentary/cabinet supporting documentation.
• Draft documents including discussion papers, consultation strategies, briefing notes, submissions, reports, regulatory impact statements, correspondence and presentations.
• Liaise and negotiate with internal and external stakeholders on a range of policy issues within a multidisciplinary environment to ensure environmental outcomes are achieved and standards are maintained.
• Foster a workplace culture that supports and promotes the interests of Aboriginal and Torres Strait Islander peoples and actively engage through our work to contribute to better outcomes for First Nations peoples of Australia.
