The Aboriginal Health Council of South Australia Limited (AHCSA) is the peak body representing
Aboriginal community-controlled health and substance misuse services in South Australia at state and
national levels.
Our primary role is to be the ‘health voice’ for all Aboriginal people in South Australia. We achieve this by
advocating for the community and supporting workers through our Member Services with appropriate
Aboriginal health programs based on a holistic perspective of health.
Broad Purpose
The Manager, Sector Strategic Leadership is responsible for overseeing a broad range of strategic,
advocacy, and capacity-building initiatives in partnership with AHCSA’s Member Services, aimed at
strengthening the Aboriginal Community Controlled Health (ACCH) sector. This role is pivotal in
enhancing the capacity, sustainability, and effectiveness of the sector to address the health needs of
South Australian Aboriginal communities in alignment with Aboriginal health priorities and reforms.
The Manager will lead the co-design and implementation of high-impact strategies, projects, and
initiatives that aim to bolster ACCH sector capacity to meet the needs of Aboriginal communities. This
includes overseeing the coordination of Closing the Gap reforms across the ACCH sector and providing
guidance and support on Closing the Gap strategies and activities.
A key aspect of this role is fostering and maintaining strong relationships with Member Services. The
Manager ensures that Members are well-supported, informed about sector-wide developments, and
offered opportunities to collaborate and share insights on matters of mutual interest. Additionally, the
position contributes to efforts to secure increased investment and enhance the capacity of the ACCH
sector through the identification and pursuit of grant and funding opportunities that align with Member
Services’ needs and priorities.
The Manager will also play a central role in enhancing cultural capability within the health sector by
promoting the integration of Aboriginal-specific needs, traditional knowledge, and cultural practices into
healthcare systems. This includes efforts to strengthen the cultural competence of healthcare
professionals, both within the ACCH sector and in mainstream healthcare settings, to ensure effective
and culturally appropriate care for Aboriginal people.
The Manager reports to and is accountable to the Deputy CEO / General Manager, Sector Development.
The position works collaboratively with all staff across AHCSA and Member Services to drive the
development of the ACCH sector. It also engages and manages relationships with a range of external
stakeholders.
The position works under limited direction and has management responsibility for a range of functions
that support strengthening of the ACCH sector, in line with agreed AHCSA frameworks, policies,
procedures and other requirements.
Key Responsibilities
Strategic Planning, Analysis, and Sector Strengthening Initiatives: Supporting strategic planning
discussions, conducting research and analysis and advising on opportunities to strengthen the ACCH
sector
Advocacy, Relationships, and Investment Support: Advocating for long-term investment in the
ACCH sector, monitoring funding opportunities and supporting sector responses
Strategic Relationship Management: Building and strengthening strategic relationships with key
stakeholders to access resources, raise awareness, and support the growth of the ACCH sector
Member Services Support and Capability Building: Strengthening relationships with Member
Services, supporting their growth and sustainability, and fostering collaboration
Team Leadership: Fostering a productive and supportive environment and providing leadership for
Sector Strategic Leadership Team members
Essential Experience
Expertise within the health or community services sector, to develop growth, innovation and sustainability of the ACCH sector.
Experience in strategic planning and analysis to foster sector growth, including growing funding opportunities for organisations and sectors.
Experience in advocating to government for the interests of Aboriginal and Torres Strait Islander communities and the ACCHO sector.
Experience in negotiating and communicating with high-level officials in government and non-government organisations
Desirable Experience
Demonstrated experience in leadership and management roles within the ACCH sector.
Experience in health promotion or health service delivery programs.
Degree or Diploma in Primary Care, Public Health, Aboriginal Health, Community Development,
Social Work or related field
