What is the role?
Applications are sought from experienced and impactful leaders wishing to be considered for the role of Team Leader Counter Terrorism Strategy and Coordination Team within the AFP’s Counter Terrorism and Special Investigations Command (CTSI).
CTSI Command impacts and prevents terrorist activity domestically and internationally, through national and international cooperation, coordination and collaborative working arrangements between governments, private industry, members of the community and international partners.
The Counter Terrorism Strategy and Coordination (CTSC) Team is a core team within the CTSI Command made up of professional staff who lead, coordinate and support the AFP in its holistic response to terrorism. The CTSC team provides high-level, timely and strategic advice to AFP Executive and other government agencies across a range of issues relating to investigations and Australia’s counter terrorism efforts.
What will you do?
AFP Team Leaders play a pivotal role in developing people, managing change and influencing behaviours that lead to a supportive culture that respects the perspectives, talents and value of each individual.
Consistent with the AFP values, AFP leadership philosophy, organisational reform agendas, AFP corporate business plans and your Performance Development Agreement, the expectation is that you will deliver on the core responsibilities and meet any requirements of the position.
As the Team Leader of CTSC (Band 7 – EL 1 equivalent), in alignment with the Band 7 Work level standards, You will manage, guide and support the CTSC Team in a dynamic, fast paced and multifaceted environment, working with the Coordinator CTSC (EL2 equivalent) and CTSI Command team (SES Band 1s and Band 2s), by leading the team in:
- developing high-level executive briefings including Senate Estimates, Questions on Notice, talking points, parliamentary briefings, ministerial and media requests
- shaping, guiding, and developing policy, ministerial and media responses, and other high-level briefings to support AFP engagement at numerous forums including senate estimates, parliamentary inquiries, ministerial engagement and international relationships
- producing operational reporting and data relating to investigations and operations conducted via the Joint Counter Terrorism Teams (JCTT) and the AFP, including briefings and statistics on CT-related operations / investigations
- maintaining strategic awareness of the operating environment including threats, opportunities, technical, social, strategic and political issues that impact the AFP and CTSI Command; and
- building and maintaining effective engagement and partnerships with AFP Executive, support teams, including State, Territory and Commonwealth partners.
About you
The ideal candidate has strong leadership experience, political acumen and the ability to respond effectively in an agile and sensitive operating environment. You will bring to the role:
- the ability to support, guide, mentor and develop team members, manage risk and work effectively under pressure in an evolving environment to deliver high quality advice and outcomes
- experience leading a team in times of heightened operational activity, pressure and uncertainty, and providing strategic direction to support the team
- astute judgement and strong focus on results and the ability to solve complex issues and build capability
- excellent stakeholder relationship management, including the ability to build strong working relationships with business areas and key stakeholders, and the ability to brief strategically at all levels; and
- a proactive and pragmatic approach, coupled the capacity to think strategically, identify opportunities and prioritise effort.
Essential Requirements
- You must be an Australian citizen.
- A Negative Vetting 2 security clearance or the ability to obtain one.
- Demonstrated ability to lead and manage a team and role-model leadership behaviours, demonstrating the AFP Core Values
- Demonstrated understanding of political, ministerial, policy, legislative and government environments and ability to respond swiftly to priorities.
- Demonstrated strong political acumen and ability to navigate complex environments, influence outcomes and lead a team in a high tempo environment.
- Demonstrated strong communication and interpersonal skills, including strategic thinking, effective organisational management and high-level communication skills to engage effectively at all levels and cross agency and manage multiple priorities.
- Demonstrated stakeholder management skills and the ability to foster productive working relationships
- Relevant tertiary qualifications (for example – in terrorism, national security policy, international relations, law, criminology, etc.) or work experience applicable to the National Security landscape
Additional Information
- This position is an AFP Band level 7.
- The role is based at the AFP National Headquarters in Canberra at the Edmund Barton Building. Successful applicants are expected to be based in Canberra.
