About the Team

Governance and Corporate Compliance is responsible for supporting the Commission to prioritise refining our governance maturity to be an organisation that is internally integrated and coherent to external stakeholders. The section establishes, leads and coordinates governance and compliance activities that support and enable the Commission to perform its role as a national regulator and operate as an accountable and transparent organisation that delivers on its strategic objectives. This is achieved through effective implementation, regular review and reporting against the Commission’s Enterprise Governance and Accountability Framework.

The function is responsible for delivering high-quality support and strategic advice to the Commission’s executive and business areas on better-practice governance, including delivery of broad-ranging professional secretariat services within a tiered committee structure, capability uplift and facilitating effective oversight and decision-making. The function also manages corporate compliance oversight and reporting to support effective monitoring of the Commission’s compliance with legislative frameworks and obligations. The team are responsive, trusted and reliable partners who provide valued advice and support to staff at all levels.

About the Role

The Assistant Director, Governance and Corporate Compliance plays a key role in supporting effective governance within the Commission, including providing professional and effective secretariat services to key governance committees, delivering training and supporting Commission-wide capability maturity, and developing and delivering corporate compliance oversight mechanisms and reporting. In addition, you will provide leadership and support in the development, implementation and review of frameworks, policies, delegations, accountable authority instructions, processes, tools and resources.

Position Duties

Coordination of enterprise governance arrangements

  • Develop and maintain a strong understanding of the Commission’s governance arrangements, strategic priorities and the interests of key stakeholders.
  • Implement, review and refine governance tools, resources and practices, including frameworks, terms of reference, workplans, templates, processes and reports.
  • Provide professional corporate secretariat support to the effective functioning of the Commission’s governance committees in a fast-paced environment.
  • Partner with the broader secretariat networks across the Commission to ensure an effective and integrated approach to information flow within the Commission’s committees.
  • Apply a strategic lens to the coordination, drafting and/or review of briefs, policies and other technical documents and provide constructive feedback to support high-quality information that is fit-for-purpose for audiences and achieves intended governance and compliance outcomes.
  • Evaluate the effectiveness of the Commission’s governance arrangements, including committee structures, terms of reference, work plans, templated resources and quality and flow of information to inform future reviews to the Enterprise Governance and Accountability Framework.
  • Liaise with key stakeholders to understand governance and corporate compliance reporting requirements across the Commission, aligned to organisational risks and legislative compliance requirements.
  • Monitor changes to legislative frameworks and better-practice guidance to support a contemporary compliance management approach.
  • Coordinate review of human resources and financial delegations and accountable authority instructions to ensure appropriate instructions and controls while supporting effective devolution of functions and powers where appropriate.

Develop governance capability

  • Embed governance structures and effective practices by identifying opportunities to build governance capability within the section and across the Commission.
  • Facilitate governance training for a broad range stakeholder groups, including developing and delivering targeted area-specific learning.
  • Partner with key stakeholders across the Commission to develop a deepened understanding of strong governance practices and to support the development of tailored and refined papers and reporting products that enable effective governance oversight.

Team leadership

  • Lead and manage staff including developing, coaching and mentoring staff, and building commitment to shared goals.

Position Eligibility Requirements (Selection Criteria)

To be successful in this role you will need to demonstrate the following:

  • Knowledge of the of the Public Governance, Performance and Accountability Act 2013 (PGPA Act) and Public Governance, Performance and Accountability Rule 2014 (PGPA Rule).
  • Strong leadership skills with a proven ability to lead a team, drive innovation and a culture of collaboration and outcome delivery.
  • Demonstrated corporate governance and secretariat expertise, with the ability to provide solutions-focused advice.
  • Highly developed analytical and problem-solving skills.
  • Strong stakeholder engagement, relationship building and change management skills.
  • Highly developed written and oral communication skills including the ability to negotiate and influence confidently.
  • Ability to attain Baseline Security Clearance.
  • Knowledge of contemporary corporate compliance monitoring and reporting methodologies and principles and their application in a large, complex organisation. (Desirable)
  • Experience coordinating internal secretariat support for independent risk and/or audit committees in a public sector agency. (Desirable)

Position Notes

  • Salary offered will be between $118,588 - $135,251 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.

  • Non-ongoing opportunity will be offered for an irregular/intermittent term. Opportunities will be offered for varying periods up to 12 months with the option to extend to a total of 24 months.
