About our team

The Net Zero Economy Authority (the Authority) was established by the Net Zero Economy Act 2024 as a statutory agency. Its mission is to empower the regions, workers and communities most affected by Australia’s transition to a net zero emissions economy to anticipate and respond to the risks and opportunities of the transition. The authority is presently establishing itself as a separate entity, including off-boarding from the Department of the Prime Minister and Cabinet (PM&C). The authority is expected to transition in 2025 to being a separate entity from PM&C, at which time, all employees will transfer under Machinery of Government (MoG) changes to the authority.

The Board and Parliamentary Section is part of the Policy and Coordination Branch. The Section is responsible for supporting the authority’s Board and providing Parliamentary and Cabinet functions to the authority.

The team is responsible for:

  • End-to-ed coordination of meetings of the authority’s Board including planning, logistics and the development of agendas, papers and meeting outcomes to ensure timely and high quality delivery of meetings – minimum 6 per year, and any Stakeholder panel meetings.
  • Developing protocols and guidance relating to the functions of the Board and Stakeholder Panel. This includes management of Chair engagements and responses.
  • Parliamentary Document Management System (PDMS) – maintaining templates, processes including liaising with the Board and Ministerial officers, and general assistance across the authority; logging correspondence, allocating items for completion, ensuring timeframes for responses are met, and reporting.
  • Parliamentary and Cabinet functions including, managing Senate Estimates briefing, Questions on Notice and Cabinet submission process through the relevant systems.

What you’ll be doing

We are seeking high performing candidates to fill a number of Board and Parliamentary Support Advisor vacancies at both the APS 5 and 6 classifications. Board and Parliamentary Support Advisors will be required to work under direction to perform and achieve moderate to complex administrative support work within an integrated workforce. They will also be required to work across various functions of the Section, and be supported by an Assistant Director.

As an APS 5 Advisor In addition to the general responsibilities and duties outlined in the Work Level Standards for the APS 5 level, key responsibilities and priorities include (but are not limited to):

  • Assisting with the organisation of the meetings of the authority’s Board
  • Arranging, coordinating and reconciling all aspects of travel for the Chair and Board
  • Assisting with the coordination of meetings papers and briefs, including preparing meeting packs
  • Establishing and maintaining relationships through effective communication, collaboration, negotiation and issues management to engage members and work areas across the authority
  • Demonstrating an ability to develop objectives for short-terms tasks and contribute to strategic planning and longer term initiatives
  • Maintaining effective file management through an electronic records management system in line with departmental policies and procedures
  • Supporting the authority’s parliamentary function by assisting with the organisation of Senate Estimates briefing material and coordination Questions on Notice and Question Time Briefs, including assisting the Cabinet Liaison Officer.

As an APS 6 Senior Advisor In addition to the duties outlined above and general responsibilities and duties outlined in the Work Level Standards for the APS 6 level, key responsibilities and priorities include (but are not limited to):

  • Taking meeting minutes and tracking actions arising, ensuring deadlines are met
  • Ensuring the Chair is supported in his role both internally and externally including briefing and logistics
  • Providing quality assurance (including proof reading and editing) of documents such as briefs, minutes and other advice in accordance with departmental guidelines
  • Understanding of, and compliance to, relevant legislative frameworks, government decision-making and policy requirements
  • Contributing to change and to the improvement in quality and efficiency of services
  • Providing support for new starters, building team capacity and project feedback.

APS 5 Advisor

  • Well-developed organisational skills to manage competing priorities for the successful delivery of business objectives
  • Attention to detail with the ability to respond positively to changes in business requirements
  • the ability to maintain a high level of integrity, with strong written and oral communication
  • The ability to work under limited guidance, identify problems and assist to resolve or mitigate
  • The ability to act professionally and display the behaviours in line with the APS Values and Code of Conduct.

APS 6 Senior Advisor

In addition to meeting the behaviours outlined in the Integrated Leadership System profile of the APS 6 level, our ideal candidates will have:

  • The ability to build strong, collaborative relationships with internal and external colleagues, enabling teams to achieve results
  • Stakeholder engagement skills, and be able to quickly build rapport with people, while representing NZEA and the Commonwealth with integrity and professionalism
  • Good strategic judgment and experience in getting across complex issues quickly, and be confident in taking initiative to support sound policy advice
  • Excellent communication skills, tailoring your communication to your audience, and be able to draft briefs, submissions, correspondence and other written materials
  • The ability to think critically, able to contribute and challenge ideas on a wide range of policy issues
  • Demonstrated resilience, flexibility and adaptability to deliver high quality work under pressure while managing competing priorities
  • Well-developed organisational skills to manage competing priorities for the successful delivery of business objectives.

Experience in a similar Secretariat role will be highly regarded.

  • To be eligible for this position you must be an Australian Citizen.
  • The occupant must be able to obtain and maintain a Baseline Vetting (Protected) level security clearance, or hold a current security clearance of an appropriate level.
  • The successful candidate will be required to be assessed through our pre-employment screening checks, such as an Australian Criminal History Check
