About the Role
Reporting to the Head of Workplace Relations Health & Safety , the Senior Business Partner, People & Culture is a key member of the People and Corporate Services team. This newly created leadership role provides expert strategic People and Culture (P&C) advice and support to Forensicare leadership and executive. This role ensures the effective implementation of P&C policies, workforce strategies and initiatives that support a high-performing, engaged and resilient workforce.

You will lead a team of P&C business partners and advisors, partner closely with senior leadership, and play a critical role in shaping the organisation’s culture, change strategies and compliance standards.

Key Responsibilities

  • Lead and implement workforce strategies that align with Forensicare’s strategic objectives.
  • Provide expert advice on organisational change, workforce planning, and change management.
  • Champion diversity, equity, and inclusion initiatives to foster a positive and safe workplace culture.
  • Drive change management processes in collaboration with the Culture and Change team.
  • Ensure compliance with legislative requirements and industrial instruments through best-practice policies and procedures.
  • Lead and support the P&C Business Partnering team, fostering a high-performing and collaborative environment.
  • Provide expert support to leaders across employee relations, performance, and workforce development.
  • Resolve complex P&C matters with a fair, ethical and compliant approach.

About You
You are a values-led leader who brings deep expertise in HR strategy, change, and workforce development—ideally within health, mental health, or forensic services.

You will bring:

  • Extensive experience in a senior P&C business partnering role.
  • Sound knowledge of relevant employment legislation and industrial frameworks.
  • Proven ability to lead change in complex, highly regulated environments.
  • Outstanding stakeholder engagement and influencing skills.
  • Demonstrated expertise in complex employee relations and dispute resolution.
  • High-level strategic, analytical, and problem-solving capabilities.

What You’ll Need

  • Tertiary qualifications in Human Resources, Industrial Relations, Organisational Development or a related field.
  • Evidence of immunisation, including influenza vaccination.
  • National Police Check clearance.

Workplace Location
This role is based at Thomas Embling Hospital, located just 15 minutes north of Melbourne’s CBD. As part of our expanding service, we operate across multiple settings, including hospital, prison and community-based services.

Forensicare (Victorian Institute of Forensic Mental Health) is the state-wide specialist provider of forensic mental health services in Victoria. Forensicare is the only agency in Victoria that provides clinical forensic mental health services which span all components of the mental health and criminal justice sectors – giving Forensicare a unique perspective on mental health and public safety issues. It is able to provide specialist forensic mental health services tailored to meet the specific needs of both sectors.

We provide forensic mental health services for people:

with a serious mental illness in the criminal justice system

at risk of offending who pose a risk to themselves or others

referred from the general mental health system for specialist advice, support and/or treatment.

Forensicare’s primary focus is the provision of clinical services within a recovery framework. These services include the effective assessment, treatment and management of forensic patients, prisoners and clients.
