About our team

The Net Zero Economy Authority (the Authority) is established by the Net Zero Economy Authority Act 2024 as a statutory agency. Its mission is to empower the regions, workers and communities most affected by Australia’s transition to a net zero economy to anticipate and respond to the risks and opportunities of the transition. The authority is presently establishing itself as a separate entity, including off-boarding from the Department of the Prime Minister and Cabinet (PM&C). The authority is expected to transition in 2025 to being a separate entity from PM&C, at which time, all employees will transfer under Machinery of Government (MoG) changes to the authority.

The Corporate Strategy and Services Branch is responsible for the provision of corporate and enabling services to the authority. This includes human resources, financial management, procurement and contract management, property and accommodation services, governance, risk and audit policies and services, legal services, ICT, protective security, and records management. The branch has responsibility for building the corporate frameworks, systems, policies and capabilities to enable the authority to stand-up and operate as a separate entity, including off-boarding from the Department of the Prime Minister and Cabinet.

What you’ll be doing

The Human Resources (HR) team deliver strategic and operational HR advice and services to the authority. Being part of a small team means that each role will have a broader remit and opportunity to be across various functions. Specifically, for this role we are seeking people with experience in Work Health and Safety (WHS), Case Management and Wellbeing.

This Assistant Director will have a crucial role in the establishment of our WHS framework in preparation for the authority separating from PM&C. Under broad direction, this role is responsible for undertaking complex and/or sensitive work, utilising expertise across a range of activities related to HR policy, procedures and advice.

In addition to the general responsibilities and duties outlined in the Work Level Standards for the Executive Level 1 level, the initial priorities include (but are not limited to):

  • Developing a WHS framework including WHS policies and processes, as well as incident and risk management.
  • Developing a case management framework.
  • Ensuring compliance with relevant legislation including the Safety, Rehabilitation and Compensation Act 1988 (SRC Act) and the Work Health and Safety Act 2011 (WHS Act).
  • Arranging a service provider (and ongoing management) to deliver an Employee Assistance Program.
  • Managing the workplace responsibility officer roles, including training requirements (Health and Safety Representatives, First Aid Officers, Workplace Respect Officers etc.).
  • Consult with relevant staff committees in relation to WHS matters.
  • Organise insurance with ComCare and manage reporting requirements
  • Providing advice and support as required, including on sensitive and complex matters.
  • Developing diversity and inclusion strategies, including working with our staff-led networks.
  • Driving HR initiatives to facilitate a positive proactive culture.
  • Development and implementation of innovative strategies, policies and processes, in line with contemporary HR practices, relevant legislation and APS requirements.
  • Assisting the broader team/branch to deliver strategic corporate outcomes.

We are seeking applications from high performing HR professionals with relevant experience in a WHS, Case Management and/or Wellbeing role. Your can-do attitude, communication, planning and organisation skills, and ability to prioritise workloads will enable you to effectively manage and deliver results.

In addition to meeting the behaviours outlined in the Integrated Leadership System profile of the Executive Level 1 level, our ideal candidate/s will have:

  • an in-depth understanding of workplace health, safety and wellbeing policies, practices and legislation.
  • sound judgment and critical thinking skills to analyse issues and provide reasonable solutions and deliver outcomes
  • have strong written and oral communication skills, including the ability to negotiate with, and influence, key stakeholders.
  • the ability to review and develop documents, processes and procedures, coupled with excellent attention to detail, and strong quality assurance skills (including writing, editing, proof reading).
  • ability to demonstrate professionalism, impartially, and integrity in dealing with others and managing sensitive information and situations.
  • demonstrated ability to interpret and apply work health safety legislation, regulations, codes of practice and policy and procedures in an agency context.
  • experience in a Diversity and Inclusion role will also be advantageous.

Eligibility

  • To be eligible for this position you must be an Australian Citizen.
  • The occupant must be able to obtain and maintain a Baseline Vetting (Protected) level security clearance, or hold a current security clearance of an appropriate level.
  • The successful candidate will be required to be assessed through our pre-employment screening checks, such as an Australian Criminal History Check
